About this opportunity

Military Sealift Command intends to award a sole-source contract to Booz Allen Hamilton, Inc. for installation and sustainment of the Civilian Mariner Wireless Network (CivMar WiN), a Low Earth Orbit satellite communications system, with responses due by November 2, 2026.

The scope comprises installation of CivMar WiN units on 48 additional ships, technology refresh and expansion on 35 existing ships under incumbent Contract N3220525C1201, and operations and sustainment across 83 total ships plus one development instance and one production baseline instance at a government facility with associated cloud management environments. Performance runs from December 31, 2026 through December 30, 2030 (one-year base period plus three one-year option periods).

Estimated total contract value is $195 million, funded annually through Navy Working Capital Funds. The contract will be structured as Firm Fixed Price and Time and Material "C" type.

MSC justified sole-source award to Booz Allen Hamilton under 10 U.S.C. § 3204(a)(1) and FAR 6.103-1, citing the incumbent's absorption of significant non-recurring engineering costs, established production processes, and the unacceptable delays and cost duplication that would result from competition. An RFI/Sources Sought conducted in November 2025 identified only two viable vendors, with only BAH meeting capability and experience requirements. The attached Justification and Approval document is available for review.

NAICS 541512 (Computer Systems Design Services); PSC DG10 (IT and Telecom – Network as a Service).
