About this opportunity

The Military Sealift Command (MSC) is seeking industry capability statements and technical input for the Civilian Mariner Wireless Network (CivMar WiN) Installation and Sustainment Follow-on Contract through a Request for Information (RFI). The procurement covers the design, installation, and five-year sustainment of a wireless network enabled by high throughput proliferated low Earth orbit (pLEO) satellite services across MSC vessels, providing internet connectivity and access to human resources, training, and personal services for mariners. Key contract requirements include comprehensive systems engineering and cybersecurity support, network design and architecture development, physical installation across multiple ship classes, integration with Navy Enterprise solutions including Azure hyper-converged infrastructure (HCI) and Flank Speed services, and establishment of a 24/7/365 Network Operations Center (NOC) for continuous monitoring and support. The government is conducting market research to assess industry capabilities, gather suggestions for refining the Performance Work Statement, understand potential teaming arrangements, and explore efficient and economical approaches to requirements development. The RFI response deadline is December 4, 2025, at 4:00 PM Eastern Time, with capability statements limited to 15 pages and submitted via email in PDF or Microsoft Word format to the Norfolk, Virginia office.

This opportunity carries no small business set-aside designation and represents a market research initiative rather than a formal solicitation commitment. The follow-on contract will span five years from June 2027 through June 2032, encompassing initial installation on 36 ships, technology refresh and network expansion on 35 additional ships, and ongoing operations and sustainment across a total fleet of 71 vessels. Prospective contractors are expected to demonstrate prior experience with shipboard wireless network installations, present small business participation strategies where applicable, and identify existing government contract vehicles that could support performance. The government will use RFI responses to inform future solicitation requirements and evaluate vendor capabilities, though the current RFI response does not constitute a binding commitment or guarantee of contract award. This pre-solicitation notice is classified under NAICS 541512 (Computer Systems Design Services) and PSC DG10 (IT and Telecom – Network as a Service), reflecting the technical and telecommunications infrastructure nature of the required services.

Notice text

Civilian Mariner Wireless Network is being installed to provide a wireless network enabled by high throughput proliferated low Earth orbit (pLEO) satellite services onboard MSC ships to support internet connection of Mariner’s approved personal electronic devices and provide access to human resource, fiscal, training, and educational capabilities such as MyPay, personal email, banking, insurance, e-commerce, etc. Wireless access is provided in berthing and common spaces to include mess deck, lounges, etc. The network uses software defined wide area networking (SD-WAN) overlays and U.S. based internet egress via a cloud edge network hosted and operated within a government cloud environment. The network also provides centralized management for administration, cybersecurity, configuration control, remote administration, and monitoring via a unified cloud management architecture hosted and operated within a government cloud environment. The network will be expanded to provide coverage of operational spaces to allow for integration of Azure hyper-converged infrastructure (HCI) stack supporting Navy Flank Speed services which will allow for integration with the Navy Enterprise Network.

The Government invites industry to review the draft Performance Work Statement (PWS) and provide capability statements as requested in the attached RFI as well as comments on efficient and/or economical requirements development consistent with industry best practices.
