About this file

This is a Justification and Approval (J&A) document for a sole-source contract award by the Department of the Navy, Military Sealift Command (MSC). The contracting activity is awarding a Firm Fixed Price and Time and Material "C" type contract to Booz Allen Hamilton, Inc. (BAH), located in McLean, VA, for the installation and support of the Civilian Mariner Wireless Network (CivMar WiN), an end-to-end Low Earth Orbit (LEO) satellite communications and wireless network system for MSC ships and end-users.

The contract scope includes installation of CivMar WiN units on 48 new ships, technology refresh on 35 existing ships, expansion of CivMar WiN ashore and at-sea capabilities, and operations and sustainment support for 83 total ships plus one development instance and one production baseline instance at a government facility with associated cloud management environments. The estimated total contract value is $195 million across a one-year base period and three one-year option periods, with performance dates from December 31, 2026 through December 30, 2030. Funding will be provided annually through Navy Working Capital Funds (NWCF). The sole-source justification cites 10 U.S.C. § 3204(a)(1) and FAR 6.103-1, emphasizing BAH's incumbent status, absorption of significant non-recurring engineering costs, established production processes, and the unacceptable delays and substantial cost duplication that would result from competition. The government conducted an RFI/Sources Sought in November 2025 that identified only two viable vendors, with only BAH meeting capability and experience requirements.

SOURCE SELECTION INFORMATION — SEE FAR 2.101 & 3.104

Specifically, for follow-on contracts involving highly specialized services, subparagraph (c)(2) allows for a sole-source award if it is likely that choosing another source would lead to substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling the agency's requirements. Awarding this contract to any source other than BAH would result in substantial cost duplication and unacceptable delays.

Background BAH was competitively selected to develop and demonstrate the wireless prototype under the Other Transactional Authority (OTA) contract IRWP-22-LANT-1173. Following their successful completion, they were awarded a follow-on production contract (N3220525C1201) by MSC to expand the capability. To date, BAH has successfully installed, operated, and sustained the communications infrastructure across seventeen

(17) MSC ships, with installation on twenty-four (24) additional ships being procured under Contract N3220525C1201.

The upcoming requirement is to scale this solution to full production, which includes installing the system on forty-eight (48) new ships, executing a technology refresh on thirty-five (35) existing vessels, expanding network capabilities and providing total operational support for CivMar WiN afloat on eighty-three (83) ships, and ashore in (1) development instance, one (1) production baseline instance at a government facility, and associated cloud management environments.

Justification for Sole-Source Award

Substantial Duplication of Cost: BAH has already absorbed the significant non-recurring engineering (NRE) costs, established an efficient production process, and overcome the initial learning curve. A new contractor would have to replicate these efforts, forcing the government to pay for the same development and optimization work a second time. $ of NRE costs were expended as part of the OTA contract to provide a prototype of CivMar WiN on Combat Logistics Force (CLF) ships. To date, approximately $ has been expended on the follow-on production contract to migrate to a government cloud environment, provide centralized management, and expand the network to other ship classes. $ has been applied towards engineering Flank Speed Edge prototype to expand CivMar WiN to handle operational traffic. These costs to the Government are not expected to be recovered through competition

Unacceptable Delays: As the incumbent, BAH can provide a seamless continuation of service and production. A new contractor would face a lengthy ramp-up period for facility setup, workforce training, and process validation, inevitably causing a break in service and delaying the fulfillment of critical requirements for the MSC fleet. Moreover, procuring the required services and supplies from any source other than the incumbent will result in an unacceptable delay of at least eighteen (18) months and cause an immediate break in critical service, directly degrading fleet readiness and workforce recovery efforts.

o Administrative and Procurement Delays: It would take at least six (6) months for the Government to verify and validate the technical data and software documentation needed for a competitive solicitation and another twelve (12) months to solicit and evaluate competitive proposals resulting in a significant break in service delivery.

o Operational Ramp-Up and Break in Service: Beyond a break in service caused by the eighteen (18) month acquisition timeline, shifting to a new contractor will necessitate a lengthy transition period for facility setup, specialized workforce training, and process validation. As the incumbent, only BAH can guarantee a seamless continuation of service and production without interrupting fleet requirements.
