About this file
This is a Request for Information (RFI) issued by the Military Sealift Command (MSC) for the Civilian Mariner Wireless Network (CivMar WiN) Installation and Sustainment Follow-on Contract. The RFI seeks industry input on a wireless network project to be installed on MSC ships, using high throughput proliferated low Earth orbit (pLEO) satellite services. The network will provide internet connectivity for mariners' personal electronic devices, enabling access to human resources, training, and personal services, with wireless coverage in berthing and common spaces. The network will utilize software-defined wide area networking (SD-WAN), U.S.-based internet egress, and a cloud-based management architecture.
Responses are due by December 4, 2025, at 4:00 PM local time in Norfolk, VA, and must be submitted via email in PDF or Microsoft Word format. The RFI requests capability statements limited to 15 pages, including information about past shipboard wireless network installations, suggestions for improving the Performance Work Statement, small business strategies, potential teaming arrangements, and existing government contract vehicles. Respondents are instructed to provide detailed vendor information on a cover page, including company details, contact information, and business characteristics. The government emphasizes that this is a market research effort and not a commitment to contract, with responses potentially used to refine requirements for a future solicitation.

II. Description of Requirement Civilian Mariner Wireless Network is being installed to provide a wireless network enabled by high throughput proliferated low Earth orbit (pLEO) satellite services onboard MSC ships to support internet connection of Mariner’s approved personal electronic devices and provide access to human resource, fiscal, training, and educational capabilities such as MyPay, personal email, banking, insurance, e-commerce, etc. Wireless access is provided in berthing and common spaces to include mess deck, lounges, etc. The network uses software defined wide area networking (SD-WAN) overlays and U.S.
based internet egress via a cloud edge network hosted and operated within a government cloud environment. The network also provides centralized management for administration, cybersecurity, configuration control, remote administration, and monitoring via a unified cloud management architecture hosted and operated within a government cloud environment. The network will be expanded to provide coverage of operational spaces to allow for integration of Azure hyper-converged infrastructure (HCI) stack supporting Navy Flank Speed services which will allow for integration with the Navy Enterprise Network.
