This presolicitation notice is seeking prospective offerors for multiple award indefinite delivery/indefinite quantity contracts to provide civil engineering construction services to the USDA Forest Service East Zone. The Forest Service requires road and other transportation-related construction, repair, and maintenance services across locations in Georgia, Tennessee, North Carolina, and South Carolina. The contracts would have a five-year ordering period and shared ceiling of $40 million. A pre-proposal conference will be held online on February 16th, with registration due by February 12th. The solicitation is expected to be released on February 17th and will utilize NAICS code 237310 for highway, street, and bridge construction and evaluate proposals based on technical and price factors to determine best value.

A two-phase design-build evaluation process will select up to twelve highly qualified offerors to submit proposals for seed projects, then evaluate technical and price factors to determine best value for the initial task orders. The solicitation release date is February 22nd with proposals due around March 22nd and contracts to be awarded by July 31st.

This is modification 0002 to the Presolicitation Notice RFP 12445221R0007 to add the List of Attendees (Firms) of the Preproposal Conference, held on Wednesday, 2/16/2021.  The Request for Proposal (RFP) may be posted on or about the week of 2/22/2021.

This is modification 0001 to the Presolicitation Notice RFP 12445221R0007 below to add the Preproposal Conference slides, held on Wednesday, 2/16/2021, from 2:00 PM to 4:00 PM attended by interested prospective Offerors.  The Request for Proposal will be posted on or about the week of 2/22/2021.

This is a Presolicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. 

The USDA Forest Service (FS), East Zone, has an requirement for a Multiple Award Indefinite Delivery/Indefinite Quantity Contract (IDIQ).  The IDIQ will be for civil engineering construction projects at multiple locations in the southeastern portion of the United States GA, TN, SC, and NC.  The requirement consists of road and other transportation-related repair and construction services, however, may include other civil engineering construction work typically performed by road construction and excavation-type contractors.  The work performed may include new work, additions, alterations, or maintenance and repairs.  This procurement will be solicited using North American Industry Classification System (NAICS) 237310—Highway, Street, and Bridge Construction, with a small business size standard of $39.5M.  The IDIQ contracts will have a shared ceiling of $40 Million.   The ordering period of the IDIQ contracts will be five (5) years from the effective date of award or when the shared ceiling of $40 Million is reached, whichever comes first. 

The Government intends to conduct a pre-proposal conference with interested prospective Offerors to explain USDA Forest Services’ mission and goals, the current road requirements, and the strategy used for two phase Design Build delivery procedures.  The Government may answer any questions pertaining to the acquisition process.

Due to the current situation, COVID-19, the Government intends to conduct the pre-proposal conference with interested prospective Offerors online.  To participate, interested prospective Offerors need to register with Carmelita Lariba, Contract Specialist (CTR), at Carmelita.Lariba@usda.gov, by 1600 Eastern Standard Time (EST) on February 12, 2021.    An appointment with a link to a video conference, and a phone number to participate by phone, will be provided.

This Presolicitation Notice does not commit the Government to contract for any supply or service.   Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice.  All costs associated with responding to this Presolicitation Notice will be solely at the responding party's expense.  Please be advised that all submissions become Government property and will not be returned.  Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
