Purpose of Conference To provide an overview of the acquisition
To provide an opportunity for potential Offerors to get a better appreciation for the mission and goals of USDA Forest Service
To improve understanding of the Government’s requirement
Openly discuss the DRAFT Statement of Work (SOW).
While a formal solicitation has not yet been released, substantial review has already been accomplished and those comments incorporated into the current DRAFT solicitation.
Submit proposals based on what is written in the formal solicitation and not what is said during this conference.

Primarily consist of road and other transportation related repair and construction services
Earthwork; Cut/Fill Slope Stabilization; Recreation and Administrative Facility Civil Site Work
Traditional design-bid-build (DBB) and design-build (DB) methods
Contract Scope
Georgia, North Carolina, South Carolina, and Tennessee.
May also be at remote Forest Service sites in rural/mountain locations.
Access roads may be paved, gravel, or unsurfaced.
Potable water, electricity, and sanitary facilities may not be available at some sites.

Award up to ten (10) IDIQs with a shared ceiling of Not‐To‐Exceed $40 Million with a five (5) year ordering period.
Existing contracts may be used first A preferred method but will not be required.

Basis of Award Two Phase Design‐Build (FAR 36.301)
Phase I: Qualifications based to select the most highly qualified to proceed to Phase II.

Bonding Capacity Technical approach (but not detailed design or technical information) Specialized experience and past performance for both Construction and Design

Proposals will be evaluated in Phase I to determine which offerors will submit proposals for Phase II.
Up to 12 of the most highly rated technical proposals will be invited to participate in Phase II.

• The total of all seed projects will be added together to evaluate price to determine award of the IDIQs.

• The combined non‐cost/price factors are approximately equal to price.
• Award of the seed project(s) will be made to the IDIQ Awardee with the best value for the seed project.
