About this opportunity

The Department of Health and Human Services Indian Health Service is procuring new, original Cisco network equipment and associated components through Solicitation RFQ-26-PHX-023, a Request for Quotation issued under the commercial items acquisition process. The procurement includes Cisco Catalyst 9300L and 9200L switches, power supplies, software licenses, transceivers, cabling, and professional installation services to support network infrastructure upgrades across multiple healthcare facilities. Key contract requirements mandate that all equipment must be brand-new Cisco original equipment manufacturer (OEM) products with full manufacturer warranties, valid serial numbers, and support eligibility, with no refurbished or gray market products permitted. Offerors must be registered in the System for Award Management (SAM) with an active Unique Entity Identifier (UEI) and must provide documentation of Cisco Authorized Reseller status or authorized supply chain source. Award will be made using Lowest Price Technically Acceptable (LPTA) procedures to the lowest-priced offeror meeting technical requirements, with evaluation based on compliance with specified Cisco part numbers, confirmation of new genuine OEM products, warranty eligibility, and ability to meet the required 30-day delivery schedule. The current submission deadline is April 23, 2026, following three amendments that extended the original April 15, 2026 deadline, with vendor questions due by April 13, 2026, directed to Contract Specialist Jimmy Perry at jimmy.perry@ihs.gov.

This procurement is 100% set-aside exclusively for Indian Small Business Economic Enterprises (ISBEE) certified as American Indian and Alaska Native–owned small businesses under FAR Subpart 26.5 and Buy Indian regulations, with a small business size standard of 1,000 employees under NAICS code 334111 (Electronic Computer Manufacturing). A previous related ISBEE set-aside contract (75H71226P00003) was awarded on October 22, 2025, valued at $145,769.00, indicating ongoing network infrastructure investments. The scope encompasses equipment installation and configuration across six facility locations within the Whiteriver Service Unit, including the Whiteriver Indian Hospital, Cibecue Health Center, SSB Building, Main Hospital, WR Power Plant, and WR-Garrett Building in Whiteriver, Arizona 85941. The contractor must demonstrate positive past performance with Indian Health Service, hold Cisco Certified Network Engineer certification, and comply with federal privacy and security regulations including HIPAA, the Privacy Act, and CFR 42 Part 2, with all deliverables meeting Revised Section 508 Standards and WCAG 2.1 Level AA accessibility standards. Delivery is required to Whiteriver Service Unit within 30 days after receipt of order on a firm-fixed-price basis with FOB Destination terms, with the contractor responsible for developing a detailed cutover plan, providing on-site and remote troubleshooting, performing end-to-end testing, and delivering comprehensive closeout documentation.
