About this opportunity
The Naval Surface Warfare Center Crane Division seeks to award multiple indefinite delivery/indefinite quantity contracts to provide circuit card assemblies in accordance with government specifications over a five-year period. Offerors must propose step-ladder pricing for quantities of 1 to over 100 units across 47 contract line items for the initial five-year base period and five one-year option periods. Proposals will be evaluated based on technical acceptability, past performance, and price. Responses are due by June 18, 2019 with anticipated awards by February 14, 2020.

AMENDMENT 0001:
This amendment is being posted to communicate Vendor Questions and Answers, to process a Correction to the Pre-Solicitation, and to process corrections to the Technical Data Package.
Vendor Questions and Answers
Q1. Please confirm the sample product is to be delivered in conjunction with the initial proposal response.
A1. The sample product is to be delivered in conjunction with the initial proposal response.
Q2. What are the testing requirements for the sample product to be delivered?
A2. The sample product testing requirements are based on the requirements as stated in the Technical Data Package.
Q3. Can the Government provide the anticipated annual estimated quantities (AEQ) for all the deliverable items for each of the five years?
A3. No. Given the changing nature of the requirements, the Government cannot provide reliable estimates of order quantities.
Q4. Are there any mechanisms in place for the offeror to recover non-recurring engineering (NRE)/non-recurring costs (NRC) for the product sample to cover minimum material buys required to produce the sample?
A4. The Government will not be providing any funding to vendors for product sample costs.
Q5. How many awards does the Government anticipate making on this Multiple Award Contract?
A5. The Government has not determined the exact number of awards that will be made on this Multiple Award Contract.
Q6. What is the program name and end application for this procurement?
A6. This procurement involves multiple programs and multiple end applications.
Q7. Will a document package for the sample unit be required in addition to the proposal?
A7. A document package for the sample product (unit) will not be required.
Q8. Several of the drawings list testing as a requirement, but there was no test date provided.
A8. The Government will perform all testing at the Government facility after the closing date of the solicitation.
Q9. Do you know what the step latter pricing quantity ranges will be for each CLIN?
A9. The Government will provide step ladder quantities for each CLIN as part of the solicitation when it is released. The RFP will also allow vendors to propose ranges that differ from those listed in the RFP as long as the vendor's ranges commence with the minimum order quantity and conclude at the maximum order quantity.
Correction to the Pre-Solicitation
1. The language "The solicitation will be available on or about 18 JUN 2019." should be replaced with "The solicitation will be available on or about 20 MAR 2019."
Corrections to the Technical Data Package
1. The drawing file has been updated to: CLIN CCA DWGS REV1 - 3-8-19.zip. Updates include updated drawings, updated drawing revision numbers, and removal of drawing dash numbers.
2. The CLIN Structure document has been updated to: CLIN Structure - Revision 1 - 3-8-19.docx. The updates include updated drawing revision numbers and removal of drawing dash numbers.

Naval Surface Warfare Center (NSWC) Crane has a requirement for Circuit Card Multiple Award Contract(s) in accordance with Government specifications. The solicitation will be issued for the anticipated Firm Fixed Price, Indefinite Delivery/Indefinite Quantity, Multiple Award Contract(s) (FFP-IDIQ-MAC(s)) that will cover a five-year ordering period with five one-year priced options. The Government intends to award FFP-IDIQ-MAC(s) with a minimum contract amount of $3,000.00 and a maximum contract amount of $49,900,000.00. The minimum delivery order amount is $3,000.00 and the maximum delivery order amount is $49,900,000.00. The anticipated award date is approximately 14 FEB 2020. Step-ladder pricing will be required for a 5-year period and five one-year priced options for quantities of 1 - 100+ each for 47 CLINs.
Delivery schedule to be determined on each delivery order with F.O.B at destination. Final inspection and acceptance are at destination. A product sample of 1 each drawing 3392AS2433 Rev G with be required to be submitted with the proposal. First Article testing may be required as specified on each delivery order. Lot Acceptance testing will not be required. Government Furnished Property (GFP) may be supplied to be determined by the Government as defined on each delivery order.
This procurement is a 100% small business set-aside. The final contract award decision may be based upon a combination of technical, past performance, and price evaluation factors as described in the solicitation. The Government intends to award to the responsible contractor whose offer is technically acceptable and is the best value to the Government, considering past performance and price related factors.
Contractors must be properly registered in the System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov . The technical data package (TDP) is posted as an attachment to this synopsis on FedBizOpps. The TDP contains List of CLINs, CDRLs, Statement of Work (SOW), and Drawings. The TDP is being provided for comments/questions prior to solicitation issuance; all comments/questions shall be received prior to the estimated solicitation issue date of 20 MAR 2019.
This will be a non-commercial acquisition in accordance with FAR Part 15. The solicitation will be available on or about 18 JUN 2019 at the following address: http://www.fbo.gov. Solicitation attachments will be posted at the same time the solicitation is posted.
