About this opportunity

The Bureau of Land Management (BLM) Montana State Office seeks quotes for structural stabilization of the historic Christenot Mill near Virginia City, Montana, under its Arrested Decay preservation strategy, with quotes due September 2 and questions due August 26. The procurement is a Total Small Business set-aside.

Contract type is firm fixed-price, single award construction (NAICS 238140, Masonry Contractors). Estimated contract value ranges between $25,000 and $100,000. Performance runs September 15, 2026, through October 31, 2028, with work limited to Monday–Friday, 7:30 AM to 6:00 PM, scheduled three days in advance with the BLM archaeologist. Place of performance is Chouteau County, Montana (approximately 8 miles south of Virginia City, accessible by high-clearance four-wheel-drive vehicle or UTV only).

The 150-year-old mill, listed on the National Register of Historic Places, requires mortar repointing and structural stabilization using Natural Hydraulic Lime (NHL) mortar with locally sourced sand, consistent with original 1866 construction. All labor must comply with prevailing wage determinations established by the Department of Labor for Madison County (wage determination MT20260042, effective May 18, 2026). Contractor must perform the work per the 2022 Condition Assessment, demonstrate expert-level knowledge of NHL mortars with documented project history within the past five years, and comply with State Historic Preservation Office (SHPO) criteria. The contractor provides all labor, materials, delivery, and overhead; maintains a one-year warranty; and sources sand from BLM-approved locations near the site.

Quoters must submit three volumes: Required Documentation (unlimited pages), Technical Narrative and Prior Demonstrated Experience (5 pages each), and Pricing (unlimited pages). Evaluation prioritizes Prior Demonstrated Experience significantly over technical capability and price. Quoters must register in SAM and utilize the Invoice Processing Platform (IPP) for payments or submit a waiver. Performance bond or irrevocable letter of credit at 100 percent of contract price is due within 10 days of award. A site visit is scheduled August 17, 2026, at 10:00 AM in Virginia City. Contact Jorge Alvarez, Contracting Officer, at (854) 500-1840 or jorge_alvarez@ios.doi.gov. Amendment 0001, posted August 10, addresses NHL curing constraints and temperature limitations during the performance window.
