PROJECT DESCRIPTION: Christenot Mill Stabilization Solicitation No. 140L3626Q0046
Description of Changes - This amendment incorporates the following information:
1. Adds questions asked by interested contractors as well as the Government’s answers.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
Questions and Answers
Q1. How wide is the trail to the site?
A1. The site is fenced off with a buck and rail fence with about a 2- or 3-ft gap to enter the site.
Q2. How long is the trail from a Private/public road?
A2. There is not much of a trail to the site since it is very close to the road. The mill is 32 feet north of the dirt road. The dirt road is rough but drivable in a truck or UTV.
Q3. How far away is the nearest water source?
A3. There is a stream 200 feet to the east of the mill. I do not know if this stream is always flowing or if it can run dry. Additionally, Alder Gulch is about 1 mile to the northwest.
Q4. Has a mortar Analysis been completed?
A4. The Smyth report (and the background section of the SOW) state that the original construction used Natural Hydraulic Lime (NHL) with local sand, produced from local limestone. Previous repairs mixed Portland-cement mortars of varying quality; some should stay, some must be removed.
Q5. Is a mortar analysis required for this project? (NHL comes in different degrees of Hardness and a mortar analysis would be helpful) A5. Not explicitly required by the SOW. However, the SOW directs the contractor to follow the 2022 condition assessment recommendations and to use appropriate NHL mortar with local sand. Because NHL is available in different hydraulic grades (NHL 2, 3.5, 5) and the original mix proportions are unknown, a limited mortar analysis (or at least on-site compatibility testing of the proposed NHL mix against remaining original mortar) is strongly advisable before large-scale repointing. The Smyth report emphasizes matching the “living,” breathable properties of the original NHL rather than using Portland-based or overly hard modern mixes.
Q6. The Consultation report suggests concrete blankets and heaters. Neither are a good option with Natural Hydraulic lime.
A6. The Smyth consultation (p. 2–3) states that NHL requires damp curing (not simple drying), protection from freezing, and protection from rapid drying by sun/wind. It recommends concrete blankets plus heat for cold nights and canvas/burlap/plastic for hot, sunny, or windy days.
A. Concrete blankets work with heat produced as Portland Cement cures; they will be of little use with NHL products AA6. Standard concrete curing blankets rely primarily on the heat of Portland-cement hydration and provide limited value for pure NHL.
B. Heaters will cause flash drying of the lime and will lead to failure.
AB6. Direct, high-heat sources (propane heaters, etc.) risk flash-drying NHL and should be avoided.
A.6. Contractors must still provide effective moisture retention and freeze protection (insulating blankets, plastic sheeting, burlap, temporary enclosures, or low-output heat only if carefully controlled to maintain damp conditions without rapid drying). The key requirement from both the Smyth report and the drawings is that NHL must damp-cure for approximately 7 days under controlled conditions and must not freeze. Scaffolding cannot be moved until upper sections have cured sufficiently.
Q7. Question is when do the ave temps begin to dip below 40 in the project site area?
A7. The mill sits at ~7,600 ft (Drawing Sheet 1). In Summit, MT (a mile to the west and 640 feet lower than the Christenot Mill), the average daily temperature is above 40°F from May 18 through September 24, and the average daily low temperature is above 40°F from July 9 through August 17. Nighttime freezes remain possible outside that narrow window. Work scheduling and curing protection must account for this (SOW performance window is 15 Aug 2026 – 31 Oct 2028; practical masonry work will be constrained by temperature and curing requirements).
