About this opportunity

The U.S. Army Civilian Human Resources Agency (CHRA) is seeking on-site document shredding services through the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston. The procurement covers comprehensive document destruction services across multiple Army installations in the Continental United States, with particular emphasis on securely destroying documents containing Personally Identifiable Information (PII) using cross-cut shredding that produces particles 1 mm x 5 mm or smaller in size. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, and supervision to perform three types of services: one-time bulk shredding, on-demand shredding, and scheduled recurring shredding. All destruction activities must be performed on-site in clear view of government personnel to ensure compliance with Army CUI 32 CFR 2002.14(f)(2) standards that require documents to be destroyed in a manner making them unreadable, indecipherable, and irrecoverable. This pre-solicitation notice was posted on August 28, 2025, with responses due by September 4, 2025.

This opportunity does not utilize any set-aside designation and is structured as a non-personal services contract where the government will not exercise direct supervision over service providers. The services will be required at over 30 Army installations organized across four geographically dispersed regions: West, Midwest, South Central, and Northeast, including locations such as Anniston Army Depot, Aberdeen Proving Ground, and Fort Riley. The government intends to make a single award on a firm fixed price basis, with normal operations conducted Monday through Friday from 7:30 AM to 5:00 PM, excluding federal holidays. The contractor will be required to perform recurring quarterly shredding services at specific locations in addition to bulk and on-demand services across the entire CHRA footprint. No information regarding potential incumbents, current contractors, or estimated contract values was provided in the pre-solicitation documentation.
