About this opportunity
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting quotations for a Thermogravimetric Analyzer with Gas Chromatography-Mass Spectrometry (TG-DTA/GC-MS) system to support the CHIPS Metrology Program. The primary procurement requirement is one integrated thermal analysis system with two separate furnace compartments capable of operating at temperatures up to 2000°C for TG-DTA measurements and 1600°C for DSC measurements, paired with a GC-MS system featuring a mass range of 1 to 1022 u and detection limits of 5 femtograms or better. The solicitation also includes four optional line items for additional detectors and accessories, as well as miscellaneous spares and installation services. Award will be made on a best-value basis, with non-price factors including technical capability and demonstrated prior experience weighted more heavily than price considerations. Quotations must be submitted electronically by 11:00 AM Eastern Time on March 12, 2026, with questions regarding the solicitation due within five calendar days of the February 24, 2026 posting date, and all quoters must maintain active registration in the System for Award Management (SAM.gov) at the time of submission and through contract award and final payment.
This is an unrestricted competition procurement with no set-aside designations, and no incumbent contractor information is identified in the solicitation documents. The contract represents a firm-fixed-price commercial item acquisition classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The primary system (CLIN 0001) must be delivered within 140 calendar days of award, with installation and training to be completed within 15 business days of delivery, and a minimum one-year warranty covering all parts and labor is required. Payment is structured as 60 percent upon equipment receipt, 20 percent upon successful installation and acceptance testing, and 20 percent upon final acceptance. Performance of work will take place at NIST's Gaithersburg facility in Building 223, Room A114, located at 100 Bureau Drive, Gaithersburg, Maryland 20899.
