About this opportunity
The United States Air Force Materiel Command Air Force Sustainment Center is seeking to procure ChipCheck CC121 Laser Induced Breakdown Spectroscopy (LIBS) units, which are field-deployable analytical wear debris analysis tools for magnetic chip detector analysis of F100, F110, and F118-101 engines. The solicitation is for a contract that will replace existing SEM-EDX units with enhanced chip detection technology. The procurement involves a two-year base period with three one-year option periods, and requires the delivery of hardware, initial on-site training, and virtual refresher training. Offers must be submitted by December 22, 2024, and remain valid for 120 days, with the government using a Quality Assurance Surveillance Plan to evaluate contractor performance. The evaluation will focus on technical capabilities, supply chain risk management, and compliance with specified performance work statement requirements.
The solicitation is structured as an 8(a) sole source procurement under NAICS code 334519 with a size standard of 600 employees. The base period includes 80 units, with subsequent option years covering 40, 25, and 25 units respectively. GasTops Inc. appears to be the identified sole source provider, with the contract administered by the Department of the Air Force Sustainment Center. The contract will be a rated order (DO-A1) under the Defense Priorities and Allocations System, with a mix of firm-fixed-price and cost-reimbursement line items. Contractor responsibilities include providing telephone/email support, preparing procurement status reports, delivering units on schedule, and conducting initial on-site training within 30 days of delivery. The total contract will include hardware procurement, initial and refresher training, and associated travel expenses, with funds currently noted as not fully available at the time of solicitation.
