1.0 Description of Services/General Information

1.1 Scope of work

1.1.1 Purpose

1.1.1.1 The purpose of this Performance Work Statement (PWS) is to define the procurement, delivery and initial training requirements for the ChipCheck Laser Induced Breakdown Spectroscopy (LIBS) unit for the US Air Force. ChipCHECK CC121 is a field deployable general-purpose analytical wear debris analysis tool used for the magnetic chip detector analysis of chips from F100, F110 and F118-101 (U2) engines. The ChipCHECK brings a laser-induced breakdown spectroscopy (LIBS) technology, which will enhance chip detection and will replace

SEM-EDX units. ChipCHECK CC121 will be phased into inventory and should completely replace SEM-EDX by Jun 2023.

1.1.2 Background

1.1.2.1 ChipCheck is used to analyze magnetic chips retrieved from the magnetic chip detectors (MCDs) of the F100, F110 and F118-101 (U2) engines. The ChipCheck qualitatively and quantitatively analyzes metal chips. ChipCheck has a robust library of material it detects including steel and stainless-steel alloys, silver, tungsten carbide, chromium and nickel plate.

Specifically, the ChipCheck is used by the Air Force to look for the presence and amount of M50 steel and M50 NiL steel bearing material in the chip samples taken from the MCDs. Presence of either material is an indication of a bearing failure.

1.1.3 Period of Performance

1.1.3.1 Period of Performance shall consist of a two-year basic and 3 one-year options.

1.2 Work Requirements

1.2.1 Telephone/E-mail Support

1.2.2 Procurement Strategy

1.2.2.1 Procurement Strategy: The contractor shall prepare and furnish a monthly cumulative status report for all items that have been placed under contract. The report shall include: serial number, contract or exhibit line item number, national stock number, nomenclature, quantity placed on order, quantity shipped, quantity remaining to be shipped, date of shipment, forecast completion date, document control number, delivery order number and shipment tracking number. Report shall be furnished in delivery order sequence. The report shall be prepared as of the last working day of each month and forwarded by e-mail no later than the 5th working day of the following month. The initial report will be prepared for the month during which the contract purchase request is received. Reports will continue to be forwarded, throughout the open contract period of performance, until all open delivery orders are shipped complete. The last report will be annotated “Final Report.” Contractor format is acceptable.

1.2.3 Delivery Schedule & Training

1.2.3.1 Delivery Schedule: GasTops Inc is the sole source for the ChipCHECK magnetic chip detector. The previous procurement Small Business Innovative Research contract for ChipCHECK expired 26 March 2024. This government cost estimate is based on the previous contract and the rough order of magnitude received from GasTops 22 February 2024. The ChipCHECK SBIR is a 5-year contract, two base years and three 1-year options. The contract will contain three CLINs: purchasing new equipment, payment for initial training travel for locations that have never received a ChipCHECK machine, and refresher training. The delivery schedule of assets will be determined as orders and/or MIPRs are received.

1.2.3.2 Training: Initial training is funded by LPS or the owning MAJCOM to support travel costs ONLY of contractor’s training staff to units, with training coordinated directly after the units receiving of their MCD(s).
