About this opportunity

The U.S. Army Corps of Engineers, New England District, seeks removal of an existing stainless steel chimney liner and installation of a new 304L alloy stainless steel liner (UL 1777 certified) for a wood-burning stove at Franklin Falls Dam in Franklin, New Hampshire, with quotations due July 20, 2026. The procurement is set-aside for small business and carries a total estimated cost under $25,000.

Place of performance is Franklin, New Hampshire. The contractor must remove the existing chimney liner, install a new fully insulated flexible stainless steel liner system, repair brick-and-mortar deficiencies, replace flashing and sealants, and ensure the system passes code-compliant operational testing (smoke leak checks and corrections documented in writing). No third-party certified chimney inspection is required; work must meet current codes for woodstove and chimney liner installation per NFPA 211, IRC Chapter 10, and New Hampshire building and fire codes. Work is performed Monday through Friday, 7:00 AM to 3:30 PM, with completion by October 1, 2026. The NAICS code is 238220 with a Small Business Size Standard of $19 million.

Contractors must hold verifiable credentials from the Chimney Safety Institute of America (CSIA) or National Fireplace Institute (NFI) with a minimum of five years' experience in chimney and flue liner work. First Aid/CPR and Competent Person in Fall Protection certifications are required. Pre-construction submittals—Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer Designation Letter, fall protection plans, product data sheets, and safety data sheets—must be accepted before field work begins. All vendors must have active SAM.gov registration at submission. Evaluation factors include technical capability, price, and past performance. A site visit occurred July 13, 2026. Amendment 0002 (July 14, 2026) clarified that the flexible liner must be fully insulated with manufacturer-approved insulation and current liner length is approximately 14 feet (standard as 15 feet).
