About this file

This is Amendment 0002 to Solicitation W912WJ26QA129, issued by the U.S. Army Corps of Engineers (W2SD ENDIST New England) on 14 July 2026. The amendment provides a site visit attendee list and responses to three industry questions regarding wood stove and chimney system repair and installation work. The solicitation closing date remains 20 July 2026 at 5:00 PM Eastern, and the receipt hour and date for offers is not extended.

The Questions and Answers address key technical clarifications: (1) a third-party certified chimney inspection is not required, but work must be completed in a code-compliant manner capable of passing inspection with required operational test results documenting smoke leak checks and corrections; (2) the flexible stainless-steel liner must be fully insulated with manufacturer-approved insulation (pre-insulated products acceptable, asbestos prohibited); and (3) the current liner length is approximately 14 feet, considered as 15 feet for standard liner lengths. Site visit attendees included representatives from U.S. Army Corps of Engineers, Skyvent Chimney, Ceasar Chimney, and Fireside Sweeps LLC.

QUESTION 1: The Statement of Work states that the completed wood stove and chimney system should be able to pass a certified chimney inspection. The SOW also requires the Contractor to perform an operational test at completion, including checking for smoke leaks, correcting any leaks, and providing written documentation of the operational test results. Please clarify whether the Contractor is required to obtain and submit a final third-party certified chimney inspection after completion of the repairs, or whether the requirement is to complete the work in a code-compliant manner capable of passing inspection and provide the required operational test results?

RESPONSE 1: A third-party certified chimney inspection is not required. The requirement is to complete the work in a code-compliant manner capable of passing inspection and provide the required operational test results. The Contractor is required to complete all work in accordance with the manufacturer's recommendations and to meet current codes for woodstove and chimney liner installation as well as the installation of all products in accordance with manufacturer's recommendations.

QUESTION 2: Does the whole stainless-steel liner require insulation for the full length of the liner?

RESPONSE 2: Yes; The flexible liner shall be insulated. Insulation shall be of a product, and installed, as approved by the liner manufacturer. The flexible liner may be a pre-insulated product.

Any insulation system used must conform to all proper codes for this type of installation. (NO

ASBESTOS INSULATION PERMITTED).

QUESTION 3: What is the length of the current liner?

RESPONSE 3: The length of the current liner is approximately 14', which for standard liner lengths, is considered to be 15'.
