About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 16, is soliciting quotations for the replacement of two chiller compressors at the Alexandria VA Medical Center in Pineville, Louisiana. The procurement requires removal of existing 500 series compressors and installation of new Danfoss TurboCor 700 series compressors (model TTS700HGS2S010X0XXS415), along with testing and commissioning services. Contractors must be licensed HVAC contractors with at least three years of experience servicing Smardt chillers, possess EPA 608 certification, and have technicians experienced in oil-free centrifugal compressor systems and federal medical center environments. The contract is firm-fixed-price for commercial items evaluated on best value, with all work to be completed within 30 calendar days of the Notice to Proceed. The solicitation closing date has been extended to March 20, 2026, at 4:00 PM Central Daylight Time, with Amendment 2 posted on March 18, 2026, incorporating questions and answers from interested parties.

This solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238220 with a $19 million size standard, and offerors must be actively registered in both the System for Award Management (SAM) and the SBA Veteran Small Business Certification Program database. No incumbent contractor is identified in the solicitation documents. The contract involves replacing two compressors at the Alexandria VAMC facility located at 2495 Shreveport Highway, Pineville, Louisiana, with an onsite visit held on March 12, 2026, to allow contractors to inspect equipment and receive clarifications from VA personnel. Key project constraints include water-cooled chiller systems with limited equipment access requiring specialized lifting equipment such as a lull, extended boom forklift, or boom lift for moving compressors over permanently connected blue hoses. Contractors must provide a signed Limitation on Subcontracting certification with their quote, and payment will be made electronically via SAM after delivery and installation, with invoices submitted following completion.
