About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Overton Brooks VA Medical Center in Shreveport, Louisiana. The amendment modifies RFQ 36C25626Q0473, extending the closing date and time to March 20, 2026 at 4:00 PM Central Daylight Time. The amendment incorporates questions and answers submitted by interested parties regarding chiller compressor replacement work. Offerors must acknowledge receipt of this amendment by completing the form and returning it with their offer, acknowledging receipt on each copy of their offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers prior to the extended deadline.
The questions and answers address technical specifications and execution methods for the compressor replacement project. Key clarifications include: the suction and discharge isolation valves function properly with no need for replacement; the replacement compressors require computer programming to integrate with the existing BAC chiller system; the two existing 500 series compressors have no mechanical failures but cannot communicate with the BAC unit; refrigerant loss during construction will be 5 pounds or less of freon; and compressor removal may be accomplished using either a ramp over the blue hoses that must remain connected or an extended boom forklift. The contracting officer is Bennett W Smith (bennett.smith2@va.gov).

Question: Do the suction and discharge isolation valves function properly? (Do they “hold”). If not, should we provide alternate pricing to drain the lines? Should we also include pricing to replace the valves that have failed?
Answer: Yes, the suction and discharge valves function properly.
Question: Are there any controller or communication issues we should be made aware of?
Answer: Yes, the compressors after installation need to be computer programmed to the existing chiller system.
Question: Compressor Failure: Is there any available information regarding the cause of failure of the existing compressors (e.g., mechanical failure, electrical fault, bearing failure, etc.)?
Answer: There is nothing wrong with the 2 existing 500 series compressors. They just do not communicate with the BAC unit.
Question: Refrigerant Handling: After recovery of the refrigerant per EPA requirements, should the contractor plan to reuse the recovered refrigerant, or should the system be recharged with new refrigerant after installation of the replacement compressors?
Answer: The refrigerant loss would be 5# or less of freon during construction.
Question: Is there a specific route to take when removing the compressor, due to the 2 blue hoses that must stay connected? Can we use a ramp over the hoses?
Answer: Yes, a ramp could be used but also a extended boom forklift to reach in and remove the chiller compressors.
