About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 2 seeks chiller and cooling tower water treatment services at Canandaigua VAMC, with proposals due July 13 at 4:00 PM EST. This is a total small business set-aside; vendors must maintain active SAM.gov and SBA registrations to be eligible for award.
Place of performance is Canandaigua, New York (400 Fort Hill Avenue, Canandaigua, NY 14424). The scope is limited to water treatment services and does not include maintenance or repair of chillers and cooling towers themselves. The facility operates three 400-ton electric chillers and one 400-ton steam absorption chiller (inactive), with four circulation pumps delivering 5,080 gallons per minute combined capacity. Services run seasonally from late March/early April through November, performed Monday through Friday, 8:00 AM to 5:00 PM, excluding federal holidays.
Required services include spring disinfection of cooling towers, chemical treatment throughout the cooling season, monthly chemical testing with bacterial slide tests, 90-day tower inspections and Legionella testing through certified laboratories, and yearly tower certification reports. Vendors must possess a New York Commercial Pesticide License, properly certified personnel, and vehicles compliant with New York Department of Transportation chemical transport regulations. All technicians must be certified to service the installed equipment. Vendors must have experience treating HVAC systems at hospitals of similar size and complexity and must inspect and maintain all chemical feeding equipment they provide or sell.
The contract is firm-fixed-price for a one-year base period (July 1, 2026 through June 30, 2027) with four optional one-year renewal periods through June 30, 2031. Estimated contract value is $12.5 million. NAICS code is 811310; PSC code is J041. Evaluation is based on technical capabilities, past performance, and price. A mandatory site visit occurred June 23 at 9:30 AM. Amendment 0002 (June 24) extended the deadline from June 26 and answered vendor questions from the site visit.
