About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a contractor to provide one-week performing arts camps for Child and Youth Programs (CYP) at Navy, Coast Guard, and Army National Guard locations worldwide. The solicitation aims to develop youth life skills through intensive theatrical experiences where participants will produce a full-scale musical from audition to performance. The program targets children ages 6-18 and requires two tour professionals serving as Actor/Directors who will conduct camps 4.5 hours daily, provide enrichment workshops, and deliver professional scenery, costumes, props, and technical equipment. The Navy intends to issue this as a sole source contract to Missoula Children's Theater, but allows other vendors to submit proposals for review. Key dates include a questions deadline of 1 PM CST on May 2, 2025, with proposals due by 1 PM local time on May 14, 2025.

The solicitation does not include a specific set-aside designation and covers a base contract period of 19 months with nine potential one-year option periods, extending the possible total contract duration to 11 years. The contract specifies 30 weeks of camps for Navy, 2 weeks for Coast Guard, and 15 weeks for Army National Guard, covering both domestic and overseas installations across locations like Millington, TN, as well as international sites in regions including Europe, Africa, Hawaii, Japan, and Korea. While no specific award value is disclosed, the comprehensive geographic scope suggests a significant and complex service requirement. Performers will be required to conduct camps at 53 Navy installations, 4 Coast Guard locations, and potentially sites across all 50 U.S. states and three territories. The program represents a substantial nationwide youth development initiative through performing arts.
