About this file

This document is an Amendment of Solicitation/Modification of Contract with associated Questions and Answers for the Children's Theater solicitation (N4571A-25-R-0010). The amendment provides detailed responses to prospective offeror questions regarding base access requirements, security protocols, and contract administration.

Key details include clarifications on SECNAV (5512) forms for base access, with the Contracting Officer's Representative (COR) to provide the most updated base access form within seven days of contract award. The document addresses specific requirements for accessing naval installations, including restrictions on TikTok and ByteDance applications on government-managed IT equipment. Contractors may access WiFi on personal devices, and each installation will manage its own base access process. The final payment with a release of claims memo will occur at the contract's end, which is typically the expiration of the final option year unless otherwise notified.

Question

Page 11, C-8

The requirement states that every Tour Actor/Director working on a Naval installation

(CONUS as well as OCONUS) is to complete the SECNAV (5512) and we plan to comply. We have received 2 SECNAV forms for OCONUS locations so far, each with seemingly the same info but different expiration dates on the top right corner (31 July

2027 and 31 May 2024). We will have about 2 dozen staff this summer needing to complete the form and want to ensure we do so accurately and efficiently, I’m wondering if there a ‘master’ 5512 that will work for every location, or is each command unique to what they want?

Response: Within seven days of contract award, the COR will ensure that the contractor receives the most updated and accurate base access form for each location.

Page 11, C-8

We are a bit unsure about the language that follows about the DBIDs, CAC, Paper Pass and what that means for the follow-up we would need to do after completing a

SECNAV.

Response: A CAC is a Common Access Card that is given for base access to individuals who meet the requirements for one. This will not apply to contractors on this contract.

DBIDs is a government system managing personnel, property and installation access.

When the 5512 form is submitted, DBIDs is the system that processes the access pass for visitors/contractors. As it states, a paper pass is issued if the period access is needed is

179 days or less.

For your action, each installation manages it’s own base access, so the 5512 will need to be submitted to each installation POC for processing. Once you submit the information, the POC will follow up and get you the proper pass. The COR will assist in this process.

Page 14, G-3 Regarding invoices submitted at the end of the contract. Would the “release of claims” memo mean at the end of the Base period, or at the end of the last Option year that’s been exercised?

Response: Final payment with release of claims memo would be at the end of the contract. This would be the end of the option/base year only if the contractor receives notice that the next option year will not be exercised and it is the end of the contract.

Otherwise, the end of the contract is at the expiration of the final option year.

Page 21, H-8/H-9 We want to be compliant regarding cell phone usage, so can you tell us if accessing WiFi on the installations is permitted, as long as they don't use TikTok?

Response: H-8 in regards to TikTok and ByteDance Limited restricts equipment that is used in the performance or delivery of the contract. The applications cannot be on any IT that is owned or managed by the government, or IT used by the Contractor under this contract. This does not apply to personal equipment of contractors or subcontractors being used for personal business. If there is a requirement for the contractor to use a device in the delivery of the contract (information storage, photos, videos, recordings, etc,), that device shall be compliant with the prohibition. Contractors may access wifi on their personal devices on-board the installation even if they have the app on their device.

H-9 is in regards to telecommunications and video surveillance service and equipment.

Please review the restrictions on providers for equipment and check what is used by your company. This representation is also listed in SAM.gov reps & certs.
