The contractor must deliver a minimum of seven trainings annually to approximately 10–75 participants per session, with one-to-three-hour session lengths, either in-person or virtual. All travel costs must be included in an all-inclusive hourly rate with no additional travel funding provided.
The NAICS code is 624190, Other Individual and Family Services, with a small business size standard of $16.0 million. The period of performance runs October 1, 2026 through September 30, 2031 (base year plus four option years). The contractor must have a minimum of five years of child maltreatment field experience, demonstrate a well-documented history of training healthcare providers in child maltreatment identification and reporting, possess at least two years of experience working with Tribes or Tribal organizations, and preferably has served as a court expert witness or participated in Child Abuse Review Teams or Child Protective Investigative Teams. All quoters must maintain active SAM.gov registration and provide a completed SF 1449 with active UEI number, completed price schedule (60 estimated hours annually), two-page narrative addressing key personnel qualifications and capacity, evidence of court expert utilization or CART/CPIT participation, healthcare training and tribal work experience documentation, minimum two relevant past performance references, and acknowledgment of amendments.
