Interested offerors are required to submit their proposals electronically via AcquTrak, a secure web-based portal in the format specified in the solicitation. The Uniform Resource Locator (URL) for this site is https://acqutrak.noblis.org/cio-sp3SBProposals.
Offerors must be registered users in AcquTrak in order to submit proposals or questions. Offerors are advised to allow enough time for submitting their proposals via this website, and to allow sufficient time to become familiar with the site and with the procedures for submitting their proposal. Update #1 ·
The National Institutes of Health (NIH) has been designated as an executive agent for purposes of providing Information Technology (IT) to the federal government. Under this authority, NIH intends to issue a Request for Proposal for a new Government-wide Acquisition Contract (GWAC) that will be totally set-aside for small business. This GWAC is intended to complement the Request for Proposal for an unrestricted GWAC with essentially the same scope that was issued in Federal Business Opportunities on September 17, 2010.
This GWAC will be a successor to NIH's current Chief Information Officer - Solutions and Partners 2 Innovations (CIO-SP2i) and the Image World 2 New Dimensions (IW2nd) GWACs, which are both expiring in December 2010. This GWAC will continue to support government IT efforts with a focus on health and biomedical-related IT services in support of federal agencies' health missions.
The NAICS code for this procurement is 541512, with a size standard of $25 million. This procurement will be issued as a total small business set-aside with further set-asides for Section 8(a) vendors, HUBZone vendors, and Service Disabled Veteran-Owned Small Businesses (SDVOSB). The solicitation will be made available on-line at http://www.fbo.gov on or about October 26, 2010.
The CIO-SP3 Small Business (Restricted) Contracting Officer is the sole point of contact for this procurement. No requests for meetings regarding this announcement will be entertained.
It is the responsibility of the offerors to check the website periodically for any amendments/notices to this presolicitation notice.
