(a) As part of this narrative, the offeror shall address, as a minimum, the offeror’s past performance as the prime contractor or subcontractor in the management of IT-related efforts of varying levels of complexity similar to the applicable task areas defined in Section C. This narrative should focus on the size, scope, complexity, and results achieved in the completion of actual contracts and task orders. The narrative shall also address past performance for each of the references provided as noted in subparagraph (b) in this section describing objectives achieved and an explanation of how the effort is relevant to the GWAC and/or the specific task areas. For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence. The Offerors shall also note any Cure Notices or Show Cause Letters received on the contracts listed and explain what corrective action was implemented. The Offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.
(b) Offerors shall identify a maximum of 5 references for past performance assessments and complete the on-line Past Performance Reference forms that are available in AcquTrak. (c) In addition to the references, the government reserves the right to consider past performance information in government past performance databases, and the government may contact references other than those identified by the offeror to obtain additional information to consider in evaluating the offeror's past performance.
L.3.5 Section 5 – Factor 4 (Price and Cost)
General. While the government anticipates establishing reasonableness of pricing through adequate price competition and does not require submission of certified cost or pricing data, offerors must provide clear and concise explanations of their pricing methodology and their labor and burden estimating practice and are cautioned against unbalanced and unrealistic pricing.
