About this opportunity
The U.S. Army Corps of Engineers (USACE), Philadelphia District, is conducting a market research survey for maintenance dredging along the Chesapeake and Delaware Canal and Upper Chesapeake Bay. The project involves dredging from Station 00+000 to Station 250+440, with specific requirements to excavate 25 feet outside channel limits and reach a depth of 36' MLLW plus 1' over depth. Interested small businesses are requested to submit a five-page narrative demonstrating their technical capabilities, experience in dredging, bonding capacity, and project references by April 5, 2024, at 1:00 p.m. Eastern to Molly Gallagher via email. The solicitation (W912BU24B0016) is anticipated to be issued on or about April 30, 2024, with proposal submissions expected approximately 30 days thereafter. Evaluation will focus on small business qualifications, with a specific requirement that firms perform at least 40 percent of dredging volume using their own or another small dredging concern's equipment.
The contract is not set aside for any specific small business category, but USACE is interested in responses from HUBZone, 8(a), Service-Disabled Veteran Owned, Women-Owned, and general Small Business contractors. The project is classified under NAICS Code 237990 with a small business size standard of $37 million, and the estimated construction magnitude ranges between $10 million to $25 million. The period of performance is 120 days, and the contract will require 100% performance and payment bonds. Contractors will need to demonstrate capability to handle complex dredging operations along the canal, with a focus on precision contour dredging without specific side slope requirements. The government is open to industry feedback on the proposed NAICS Code and will use the submitted responses to make informed acquisition decisions.
