About this opportunity
The Department of Veterans Affairs, Network Contracting Office 08, seeks to award a single-award IDIQ contract for furnishing, installation, implementation, maintenance, and support of a fully integrated chemistry and immunochemistry laboratory automation system with cost-per-reportable-result pricing, with proposals due October 7, 2026.
Place of performance is Bay Pines, Florida. The system must support high-throughput chemistry and immunochemistry testing with integrated laboratory automation, workflow optimization, specimen management, and interoperability with the existing laboratory information system. The contractor must provide all equipment, reagents, calibrators, controls, consumables, software, interfaces, accessories, labor, supervision, installation, implementation, training, preventive and corrective maintenance, and technical support as a complete, fully operational testing solution. The system shall include duplicate instruments with identical test menu capabilities; integrated backup within a single instrument does not satisfy redundancy requirements. Locally based service personnel must be located within approximately 90 minutes drive time to support two-hour on-site response times. Offerors not serving as equipment manufacturers must provide authorization or commitment letters demonstrating manufacturer support.
The contract carries a five-year ordering period with a guaranteed minimum of $15,000 and maximum aggregate ceiling of $45,000,000. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC code is 6640 (Laboratory Equipment and Supplies). Award will be made using best-value tradeoff evaluation. Technical Capability and Past Performance are significantly more important than Price. Proposals consist of three volumes: Technical Capability (50 pages maximum), Past Performance (10 pages maximum covering up to three relevant references from the past three to five years), and Price. Proposals must remain valid for 180 calendar days after the due date. Written questions were due by August 23, 2026 at 15:00 PM EST. Amendment 0001, effective September 28, 2026, provided Government responses to vendor questions and revised the Statement of Work, Addendum to FAR 52.212-1, and Attachment A.
