About this opportunity
The Department of the Army Medical Command is procuring Chemistry and Immunoassay Continuous Performance Reagent Replacement (CPRR) supplies through the Medical Readiness Contracting Office – Pacific. The contracting officer intends to award this requirement to Roche Diagnostics Corporation under a bulk-funded Blanket Purchase Agreement (BPA) call without full and open competition, citing FAR 13.106-1(b)(1)(i) authority based on the determination that only one supplier can reasonably satisfy the agency's requirements. The supplies are classified under NAICS 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). This pre-solicitation notice fulfills the synopsis requirements under FAR 5.201 and 5.203, and responses are due by December 22, 2025. The Government has not established specific evaluation criteria for this non-competitive award and is under no obligation to acknowledge receipt of information or provide feedback to respondents.
This procurement utilizes no set-aside designation and represents a non-competitive award to the incumbent contractor, Roche Diagnostics Corporation. The contract period runs from February 1, 2026 through May 31, 2026, covering a four-month performance window for Bassett Army Community Hospital in Alaska. While no specific award value or budget range is disclosed in the pre-solicitation notice, the bulk-funded BPA structure indicates an established spending plan for clinical laboratory reagents and supplies. Organizations responding to this notice are instructed to ensure their submissions are complete and sufficiently detailed to demonstrate qualifications, though respondents should refrain from including proprietary, classified, confidential, or sensitive information in their responses.
