This is a total small business set-aside acquisition conducted under FAR Part 12 on a firm-fixed-price basis.

Offerors may propose the brand-name Bio-Rad ChemiDoc MP Imaging System or an equal product meeting all mandatory technical specifications. Additional required features include automatic tray recognition, autofocus, auto-exposure capabilities, a minimum 12.1-inch touchscreen, and a cooled CCD detector with a minimum 6.05 megapixels, defined quantum efficiency, and specified read noise specifications. Offerors proposing an equal item must submit a compliance matrix demonstrating conformance to these salient characteristics.
The acquisition includes two contract line items: one for the imaging system and one for installation, configuration, and operator training. Installation, configuration, and operator training (CLIN 0002) is mandatory when offering the exact Bio-Rad system. Manufacturer-provided remote or virtual operator training is acceptable, subject to Contracting Officer Representative approval. Delivery and completion of all installation, configuration, and training activities must occur within 30 calendar days.
Quotes must include an SF-1449 form, technical specifications demonstrating compliance, pricing for each CLIN, a proposed delivery schedule, and company registration information (DUNS/UEI, CAGE code, SAM.gov confirmation).
