About this file
This is a Pre-Solicitation/Sources Sought document for the Jet Propulsion Laboratory (JPL) seeking information from small businesses regarding Chemical and Electric Propulsion Systems capabilities. The Solicitation Number is SBPO-2610-01092026, and the opportunity is issued by the National Aeronautics and Space Administration (NASA) through JPL, a Federally Funded Research and Development Center (FFRDC) managed by Caltech University. The applicable NAICS code is 336414 (Guided Missile and Space Vehicle Manufacturing) with a Small Business Administration size standard of 1,300 employees.
JPL is conducting market research to identify qualified small businesses or Small Business Joint Ventures/Teams led by small businesses with demonstrated experience supporting spacecraft chemical and electric propulsion systems throughout the design, development, integration, test, qualification, and flight-readiness lifecycle. Required capabilities include propulsion system architecture and requirements, thruster and feed-system design, propulsion subsystem engineering, modeling and simulation, power processing and propellant systems, hardware fabrication and assembly support, environmental and performance testing, failure analysis, and verification. Experience with electric propulsion technologies such as Hall thrusters, plasma diagnostics, vacuum facilities, and spacecraft-plume interaction testing is particularly relevant. Interested small businesses must complete the provided capability questionnaire and submit it to smallbusiness.programsoffice@jpl.nasa.gov with "Chemical and Electric Propulsion Systems Capabilities" in the subject line. JPL will host three informational webinars on September 14, 15, and 17, 2026, with registration links available on SAM.gov. No commitment has been made to issue a Request for Information (RFI) or Request for Proposal (RFP) at this time.
