About this opportunity
The Department of the Navy Naval Sea Systems Command is procuring VPX Chassis hardware to support modernized Machinery Control Systems for LHA6, LHD8, and LHA7 Class vessels. This solicitation seeks to replace legacy Versa Module Europa (VME) chassis with modernized VME Peripheral Component Interconnect (VPX) chassis that will be installed in Data Acquisition Units, Gas Turbine Workstations, and Diesel Generator Workstations to address obsolescence issues in current hardware and software configurations. The VPX Chassis must meet detailed technical specifications including a 5U x 84HP form factor with 12 VPX slots and 2 VITA 62 power supply slots, constructed of aluminum with chromate chemical conversion coating, operating temperature range of -40°C to +75°C, and support for Ethernet communication with 40G and 10G connectivity options. The contract will be evaluated based on technical compliance with specifications, pricing reasonableness, and ability to meet delivery schedules. The original proposal due date was extended through multiple amendments, with the final deadline set for October 29, 2025, and amendments issued throughout the spring of 2025 modifying submission procedures and adding First Article Testing requirements.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 334419 (Electronic Computer Manufacturing) with a size standard of 750 employees. The total procurement consists of 343 VPX Chassis kits, comprising 2 First Article Testing units, three shipsets of 75 units each, and one lab set of 118 units, with deliveries scheduled between May 2026 and May 2031. The estimated contract ceiling is $343 with a minimum order of $75 per kit, representing an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure. The contract period of performance runs from May 28, 2025, through May 28, 2031, allowing for a multi-year delivery schedule aligned with the LHD/A Machinery Control Systems Technology Refresh program. The place of performance is Philadelphia, Pennsylvania 19112, with all cost proposals required to be submitted through the DoD Safe portal at https://safe.apps.mil/.

Update #2 · Latest ·
The Contractor shall provide hardware to meet or exceed the specifications found below. Contractor shall utilize the design specifications and reference documentation to manufacturer VPX Chassis to support LHA6, LHD8 and LHA7 shipboard installation. LHD 8, LHA 6 and LHA 7 Class Machinery Control Systems are currently experiencing obsolescence issues with respect to both their hardware/computer software configuration items (HWCI/CSCI) that will require a technology refresh and re-engineering to sustain shipboard tactical operations. Through the LHD/A MCS Tech Refresh program the legacy Versa Module Europa (VME) chassis has been replaced with the modernized VME Peripheral Component Interconnect with extents for both buses standards (VPX) chassis design. The VPX Chassis will be installed shipboard within the Data Acquisition Units (DAU), Gas Turbine Workstations (GTWS) and Deisel Generator Workstation (DGWS) enclosures. In order to ensure the LHD/A MCS Team maintains fully functioning modernized system capable of supporting the fleet and lab environment, a VPX Chassis will need to be identified.
