About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 7 (VISN 7) is soliciting proposals for medical-grade liquid bulk oxygen delivery and tank rental services for the Ralph H. Johnson VAMC in Charleston, South Carolina. The contractor must provide contractor-owned bulk oxygen tanks with appropriate backup systems, including installation if required, and must deliver oxygen within two business days of order receipt during standard business hours and provide 24-hour emergency delivery capability. Key requirements include annual delivery of approximately 35,000 cubic feet of bulk liquid oxygen, 12 months of equipment rental, four emergency deliveries, monthly telemetry and hazmat charges, FDA registration and certifications, compliance with USP and NFPA standards, comprehensive training documentation, and submission of certificates of analysis with each delivery. Evaluation will use a Lowest Priced Technically Acceptable (LPTA) approach, with technical acceptability determined by prior bulk oxygen service experience, relevant permits and certifications, liability insurance documentation, and completion of a required site visit by the 23rd of the solicitation period. The response deadline is February 27, 2026, at 3:00 PM EST, and offerors must hold pricing firm for 150 calendar days from submission.

This solicitation is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and the current contractor is RCG of North Carolina, LLC under Contract 36C24726Q0149. The contract structure includes a one-year base period beginning April 1, 2026, through March 31, 2027, with four one-year optional periods, for a potential total of five years. While specific budget information is not provided in the solicitation documents, the estimated annual requirements of 35,000 cubic feet of oxygen, monthly rental fees, and associated service charges indicate a significant contract value. The facility is located at 109 Bee Street, Charleston, South Carolina 29401, and the existing bulk oxygen tanks have been in place since 1965, with recent inspections conducted in October 2024. Interested offerors should note that all quotes must be submitted electronically to Chad.dinkins1@va.gov and Chelsea.smith1@va.gov in PDF format and must include a signed VAAR 852.219-76 limitations on subcontracting certification.
