About this file
This is Amendment 0003 to Solicitation 36C24726Q0149, issued by the Department of Veterans Affairs VISN 7 Network Contracting Activity in Augusta, Georgia on February 25, 2026. The amendment provides responses to contractor questions regarding bulk medical oxygen tank services for Charleston VAMC (Ralph H. Johnson VAMC). The document clarifies that the current tanks in place were installed in 1965 and provides specific technical specifications for the two Air Gas tanks currently in service: Tank 49534 (larger unit with 250 PSI MAWP, 135-inch full trycock, 60-inch reorder point, 52 PSIG hose line set pressure, and 130 PSIG economizer set pressure) and Tank 49535 (smaller unit with 200 PSI MAWP, 100-inch full trycock, 60-inch reorder point, and matching 52 PSIG hose line set pressure). Both tanks were inspected on October 9, 2024.
The amendment confirms that there is a documented history of vaporizer icing due to high volume and verifies that no planned construction projects will hinder delivery access to the facility. The Government acknowledged inability to provide specific current 12-month usage data and average daily oxygen usage figures at the time of amendment issuance. All existing terms and conditions of the solicitation remain unchanged and in full force and effect, with offerors required to acknowledge receipt of this amendment prior to the deadline specified in the solicitation.

The purpose of this amendment is to:
1. Provide received responses to submitted questions.
Chelsea L. Smith Contract Officer
Bulk Medical Air Tanks Q&A
1. When were the current tanks in place at the VAMC installed? The only date that could be located is 1965.
1. It appears they gave us Decatur’s tank info, please provide Charleston’s Tanks sizes, brand/model, tank’s data per the SOW’s needs. Tank information is listed below.
1. Current volume usage because it appears they took historical data but I like to see where they are right now in the past 12 months. I am unsure of our 12-month usage. I apologize.
1. What is the current tank set points (in inches) for FULL TRYCOCK, REORDER POINT, REFILL POINT, & LOW-LEVEL ALARM? We are asking for confirmation since the provided set points on PG 6 of the RFQ seem to be for the Decatur VAMC and not the Charleston VAMC. Please provide us with this information for proper verification of data. Information will be listed below.
1. What is the average daily oxygen usage (in inches)? I am unsure of our daily usage. I apologize.
1. When was the most recent annual inspection of the tank, and who is given the reports? If you would like to provide me with the previous report. Both tanks were inspected on 10/9/2024. I apologize, I do not have those reports.
1. Has there been any history of vaporizers icing up due to high volume? Yes
1. Are there any planned construction projects on site that may hinder delivery access? (Has anything been informed to you because they still must make sure access is available to deliver all requirements) No
