About this opportunity
Goodfellow Air Force Base, operating under the Department of the Air Force Air Education and Training Command, is conducting market research to identify contractors capable of providing chapel services through three distinct positions: Catholic Religious Education Coordinator, Catholic Music Director, and Protestant Worship Leader. The government is evaluating capabilities to determine whether to award individual contracts for each position or a single comprehensive contract covering all three roles. Contractors must meet specific qualifications including relevant experience in religious services, theological knowledge, security clearance eligibility, and proficiency in required skills such as music performance, liturgical knowledge, and program management. The agency will assess bidders' ability to perform one, two, or all three services to determine the optimal contracting strategy. Interested parties must submit their capability information by February 13, 2026, to participate in this market research phase.
This is a total small business set-aside opportunity with a 12-month contract term for each position. The Catholic Director of Music position requires a minimum of six months of experience as a choir director, cantor, and accompanist in a Catholic parish, along with proficiency in organ and piano, while the Protestant Worship Leader must demonstrate proficiency in guitar and singing with knowledge of contemporary and traditional worship music. The Catholic Religious Education Coordinator requires either six months of parish office experience with religious education involvement or 15 college credit hours in religious sciences from a Catholic institution, plus Catechist certification. Work requirements include 52 weekly services and rehearsals for the music director position, eight hours weekly (four Sunday, four weekday) for the religious education coordinator, and approximately 12 work units annually for the Protestant Worship Leader, with all services delivered at Goodfellow AFB Chapel facilities. All positions require Department of Defense background clearances and compliance with security and OPSEC protocols, with personal performance required except for approved substitutes with 14 days' notice.
