About this opportunity

Naval Air Warfare Center Aircraft Division seeks procurement of Peculiar Support Equipment (PSE) for CH-53K aircraft O-level maintenance operations under a 100% small business set-aside, with proposals due May 14, 2026. The contract is firm fixed price and competitive. Four amendments have been posted as of May 6, 2026 (Amendments 0001–0004), with the most recent addressing drawing corrections, proposal volume structure, and CMMC certification requirements.

Place of performance is Lakehurst, New Jersey. The solicitation covers 28 distinct PSE line items including rotor pullers, gearbox tools, engine components, bearing installation sets, and torque reactors to support both the domestic CH-53K program and the Foreign Military Sales program for Israel. The item list specifies 84 contract line items (CLINs) across domestic base, FMS Israel base, and domestic option variants, with quantities ranging from 1 to 8 units per CLIN and total buy quantities from 5 to 22 units per item type.

Distinctive technical and security requirements include AS9100D certification mandatory for all manufacturing; Item Unique Identification (IUID) marking per MIL-STD-130N; CMMC Level 2 (self-assessment) certification—a material condition of award—required to access the government-furnished technical data package containing Controlled Unclassified Information; and a current, certified DD Form 2345 (Militarily Critical Technical Data Agreement) mandatory to obtain export-controlled build-to-print drawings via the DoD SAFE website. Delivery is required no later than 200 calendar days after contract award. Quality requirements include raw material certifications (DFARS-compliant), plating and coating certifications, dimensional quality checklists, NIST-traceable calibration certifications, proof load testing, and non-destructive inspection certifications. Proposals must include past performance questionnaires (Attachment L-1) and past performance contract data (Attachment L-2) from the past five years; submissions must follow a four-volume structure in Microsoft Word 2016 or later, saved as portable PDF, with letter-sized pages and one-inch margins. NAICS 332216; PSC 4920.
