About this opportunity
The U.S. Coast Guard is seeking a contractor to perform comprehensive fire detection system inspection and testing services for the USCGC MIDGETT (WMSL 757) vessel located in Honolulu, Hawaii. The solicitation requires a qualified technical representative with marine fire and smoke detection system expertise to conduct 100% testing of all field devices, including fault detection tests, control unit verifications, and battery checks in accordance with NFPA 72 standards. The contract will be awarded on a lowest price technically acceptable basis, with bids due by 0800 PST on March 24, 2025, to be submitted directly to Tyler Melton via email. Contractors must develop a detailed test plan, utilize specialized testing tools like Testfire and Salwico testers, and provide fire readiness personnel during system testing. Interested vendors are required to submit comprehensive documentation, including a technical representative's resume, test plan, and contractor inspection report.
The contract is designated as a total small business set-aside and falls under NAICS category 336611 (Ship Building and Repairing) with a Product Service Code of 2090 for Miscellaneous Ship and Marine Equipment. The performance period is scheduled from April 9, 2025, to July 1, 2025, and will be conducted at 400 Sand Island Parkway in Honolulu, where the USCGC MIDGETT is docked. While specific contract value details are not explicitly stated, the solicitation encourages vendors to submit detailed pricing breakdowns using the provided price quote template to facilitate a more efficient review process. The U.S. Coast Guard, specifically the Department of Homeland Security, is managing this procurement, and potential bidders with questions are advised to contact either Tyler Melton or Kyler Fisk via their provided email addresses.
Notice text
Please see attached SOW.
Bids should be submitted to Tyler Melton (Tyler.K.Melton@uscg.mil) no later than 0800 PST 03/24/2025. Any bids recieved after this deadline are not required to be viewed/considered.
This will be awarded based upon lowest price technically acceptable. If possible, please submit your bid/quote in a PDF, Word, Excel etc. format opposed to just listing pricing in the body of an email. I have attached a price quote template for reference. This does not have to be modeled exactly, if you already follow this practice please disregard. Doing so allows us to see a breakdown of exactly how the estimate was reached and shortens the time needed during the review process in what are usually competitive oppurtunities. It shows us that the SOW is understood and being fully met.
For any questions regarding the posting please reach out to me or Kyler Fisk (Kyler.C.Fisk@uscg.mil) thank you!
