About this opportunity
The Department of the Army National Guard seeks repair and modification of structural cross members and replacement of a Makeup Air Unit (MAU) hydronic coil at Building 16 Hangar, Wyoming Air National Guard facility in Cheyenne, with proposals due September 19. This is a 100% small business set-aside under NAICS 236220.
Place of performance is 217 Dell Range Boulevard, Cheyenne, Wyoming 82009. The project comprises three firm fixed-price contract line items: repair of structural cross members, rerouting of electrical conduit and mechanical piping, and removal and replacement of the end-of-life MAU coil to restore environmental control and energy efficiency. Performance runs from September 25, 2026 through September 24, 2027, with contractor start required within 30 calendar days of receiving notice to proceed.
Construction magnitude is estimated between $100,000 and $250,000. Davis-Bacon prevailing wage determination WY20260041 (effective June 18, 2026) applies, covering 22 Wyoming counties with wage rates ranging from $12.46 to $58.95 per hour plus fringe benefits. Rates include Executive Order 13706 paid sick leave (one hour per 30 hours worked) and Executive Order 13658 minimum wage of $13.65 per hour through December 31, 2026.
Structural work requires AWS-certified welders, non-destructive testing by an independent agency, and contractor-provided engineering. Piping and conduit relocation requires LOTO procedures, new wiring installation, and leak testing. MAU coil replacement must meet or exceed original specifications with SMACNA casing sealing and certified testing and balancing. One-year warranty from final acceptance is required.
Government evaluation considers technical acceptability (quality control plan and narrative/materials), past performance, and price proposal, with only the five lowest-priced proposals initially undergoing technical evaluation. Requests for information are due September 14. Performance and payment bonds are due within 10 calendar days of award.
Notice text
This project modifies existing structural cross members within the Building 16 hangar to improve clearance and operational support. This modification requires the rerouting of adjacent electrical conduit and mechanical piping. Concurrently, the facility’s MAU hydronic coil, which has reached the end of its service life, will be replaced to ensure continued environmental control and energy efficiency.
