Scope of Work Summary

This is a Scope of Work document for a federal construction project at the 153rd Airlift Wing, Wyoming Air National Guard facility in Cheyenne, Wyoming (Project #DPEZ 252112). The project requires demolition and modification of two existing structural bracing members, relocation of interfering electrical conduit and mechanical piping, and replacement of a degraded hydronic coil for the Makeup Air Unit (MAU) in Building 16 Hangar. The work is 100% federally funded under Davis Bacon Prevailing Wages and is classified as Sustainment, Restoration, and Modernization funds requiring compliance with Air National Guard regulations and applicable federal, state, and local building codes.

The contractor must furnish all labor, equipment, and materials to complete structural bracing modifications including site preparation, safe demolition, fabrication and installation of new members using AWS-certified welders, and Non-Destructive Testing by an independent agency. Piping and conduit relocation requires execution of LOTO procedures, rerouting of electrical conduit with new wiring installation, and mechanical piping rerouting with insulation and leak testing. MAU coil replacement includes removal of the degraded unit, procurement and installation of a new hydronic coil meeting or exceeding original specifications, connection to newly routed piping, MAU casing sealing per SMACNA standards, and comprehensive Testing and Balancing services with certified reporting. The contractor must provide a critical path project schedule, generate submittals including project schedule, schedule of values, safety plan, quality control plan, site supervisor resume, and hazardous material documentation. Work hours are Monday through Friday 0700-1631 hours with prior written approval required for deviations. All work is guaranteed for one year from final acceptance, and the contractor bears all regulatory compliance costs and fines. Bids must be valid through September 30, 2026, with project funding anticipated at year-end.

REPAIR HANGAR STRUCTURE/MAU COIL B16 Scope of Work Page 2 of 10

GENERAL SCOPE OF WORK

Project Objective:

The work covered by this specification consists of the Contractor furnishing all labor, equipment, and material to perform structural modifications and HVAC upgrade. The primary objectives are to: Demolish and modify two (2) existing structural bracing members, relocate interfering piping and electrical conduit, and replace the hydronic coil for the Makeup Air Unit (MAU) in Building 16.

Location:

The project is located entirely within the Building 16 Hangar. The work involves high-bay structural modifications, rerouting of associated utilities, and replacement of a major component of the hangar’s MAU.

153d Airlift Wing 217 Dell Range Blvd Cheyenne, WY 82009

Project Funding:

1. 100% Federally Funded, Davis Bacon Prevailing Wages apply.

2. Only Bricks and Mortar type and built-in equipment will be installed.

3. The funds are Sustainment, Restoration, and Modernization funds and all work must conform to the ANG regulations and requirements for such funds. Work shall also comply with applicable federal, state, and local building codes unless specifically stated otherwise.

PROJECT DETAILS

Project Description:

This project modifies existing structural cross members within the Building 16 hangar to improve clearance and operational support. This modification requires the rerouting of adjacent electrical conduit and mechanical piping. Concurrently, the facility’s MAU hydronic coil, which has reached the end of its service life, will be replaced to ensure continued environmental control and energy efficiency.

Existing Facility Condition:

The existing structural bracing members are original to the hangar's construction and currently create an operational obstruction. The adjacent utility lines are functional but will interfere with the required structural work. The MAU hydronic coil is degraded, showing signs of reduced heating capacity and potential for failure, which presents a risk to hangar operations

Project Physical Work:

The plans provided as part of the contract documents shall serve as the design drawings. Should the Contractor require more in-depth design or drawings, the Contractor shall procure them at the Contractor’s expense. All repair and sealant must meet specifications set forth by the Wyoming

REPAIR HANGAR STRUCTURE/MAU COIL B16 Scope of Work Page 3 of 10

Air National Guard. The Contractor will be allowed to review the site conditions prior to bid.

The required work is as follows:

1. Structural Bracing Modifications

a. Site Preparation: Mobilize and erect necessary high-reach equipment (e.g., scaffolding, scissor/boom lifts). The Contractor shall ensure the hangar floor and all adjacent government assets are protected from damage throughout the construction period.

b. Demolition: Safely demolish, remove, and dispose of the two (2) existing structural bracing members identified for modification on the Government-provided drawings.

c. Fabrication and Installation: Fabricate and install two (2) new structural bracing members in accordance with the engineering drawings. All welding shall be performed by welders certified to American Welding Society (AWS) standards.

d. Inspection: The Contractor shall procure services from an independent testing agency to perform Non-Destructive Testing (NDT) on all new structural welds. A certified report shall be provided to the Contracting Officer's Representative

(COR).

2. Piping and Conduit Relocation

a. Lockout/Tagout (LOTO): The Contractor shall execute approved LOTO procedures on all affected electrical and mechanical systems and perform a drain-down of mechanical piping as necessary prior to commencing work.

b. Conduit Relocation: Reroute existing electrical conduit that interferes with the new structural bracing footprint. Pull new wiring as required to re-establish continuity for all affected circuits.

c. Mechanical Piping Relocation: Reroute existing mechanical piping. All new piping shall be insulated to match existing specifications and must be leak-tested upon completion.

3. Makeup Air Unit (MAU) Coil Replacement

a. Removal: Following LOTO, disconnect utilities serving the MAU. Remove and properly dispose of the degraded hydronic heating coil.

b. Installation: Procure and install one (1) new hydronic coil that meets or exceeds the specifications (CFM/BTU ratings) of the original unit, as detailed in the material submittals.

c. Tie-in and Sealing: Connect the new coil to the newly routed piping system.

Ensure the MAU casing is properly sealed against air leaks in accordance with SMACNA standards.

d. Testing and Balancing (TAB): Refill and bleed the hydronic system. Perform comprehensive TAB services to verify the MAU is operating within its designed parameters. Provide a certified TAB report.

Project Budget:

1. The project must not exceed the contracted budget. Expenses beyond the given budget will not be paid out unless the additional expense is expressly authorized by the Contracting Officer (KO) through the contract amendment procedure agreed to in the project contract. Payouts will be authorized once the Government receives an invoice

REPAIR HANGAR STRUCTURE/MAU COIL B16 Scope of Work Page 4 of 10 detailing authorized work performed. The authorized work performed must satisfy the given requirements in this SOW document. Payouts will be authorized in reference to the percentage of authorized work performed to the percentage of budget paid out. Currently the project is unfunded, but we intend to fund at year end. Bids should be good through September 30th, 2026.

Project Time Management:

1. Based on the Scope of Work, generate a critical path project timeline schedule or Gantt chart to be followed from project initial work to project closeout. Beyond any time requirement given in this document, final work scheduling is at the discretion of the Contractor, provided the work is completed within a reasonable timeframe. The Contractor is encouraged to propose the most time-efficient solution that meets the requirements in this Scope of Work. The Contractor shall minimize disruption to building occupants. This project is adjacent to several buildings and site amenities. Safety measures must be in place prior to and maintained throughout the project.

2. Identify and inform the Owner of any substantial changes in the project timeline (e.g., weather, materials, etc.). Include any potential ways to avoid delaying the completion date.

Other:

1. Contractor shall thoroughly check all work to ensure it meets the objective of a complete and usable system.

2. All work completed under this contract shall be guaranteed by the Contractor against failure of workmanship and/or materials for a period of one (1) year from date of final acceptance of the project.
