About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to procure a Universal Aircraft Weighing System for B-52 aircraft maintenance through a sole source acquisition. The procurement involves one Universal Aircraft Weighing System (Model 9188-014 or equivalent) with comprehensive components including electronic weight kits, manual and air-powered pumps, control consoles, multiple hoses, and various jack configurations. This is a sole source requirement targeting Columbus Jack/Regent, a small business in Swanton, Ohio, as the sole provider capable of meeting technical specifications outlined in a specific technical order. The government anticipates a firm-fixed price contract with a 15-week performance period after award, and all potential contractors must be registered in the System for Award Management (SAM) to be eligible. The pre-solicitation notice was posted on April 28, 2025, with a response deadline of April 30, 2025, under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing.

The contract has no specific set-aside designation and will be pursued under FAR 13.106-1(b)(1) for single-source acquisition when only one source is reasonably available. The estimated contract value is not explicitly stated, but the procurement includes five 50-ton jacks, one 10-ton jack, multiple hose sets, and associated electronic weighing equipment. Columbus Jack is currently the identified sole source vendor with a CAGE code of 00994, though the government will continue market research to determine if authorized distributors exist or if other manufacturers can develop a comparable system. The procurement is being funded through CERP (Contingency Emergency Response Program) funds and is specifically designed to obtain final weight and balance measurements for B-52 aircraft after overhaul repairs. The technical complexity and specificity of the required weighing system suggest a specialized procurement with limited competitive options.
