About this file

This document is a Single Source Justification (SSJ) memorandum from the Department of the Air Force Oklahoma City Air Logistics Complex for a B-52 Universal Aircraft Weighing System. The 565th AMXG is seeking CERP-funded procurement of a specialized weighing system from Columbus Jack/Regent, which is identified as the sole provider capable of meeting the government's requirements. The system is essential for obtaining final weight and balance measurements after aircraft overhaul repairs, with technical specifications mandated by a specific technical order that removes the "Alternate" designation from the Regent model 9188-014 weighing system.

Columbus Jack, a small business located in Swanton, Ohio, is the sole source vendor with a CAGE code of 00994. The government will continue market research to determine if the company has authorized distributors or if other manufacturers can develop a comparable aircraft weighing system. The procurement is being pursued under FAR 13.106-1(b)(1), which allows for single-source acquisition when only one source is reasonably available. The anticipated contract is a firm-fixed price type with an estimated performance period of 15 weeks after award, targeting the specific Universal Aircraft Weighing System model 9188-014 or equivalent for B-52 aircraft maintenance.

Weighing System. This system is essential for obtaining a final weight and balance measurement after the aircraft undergoes overhaul repairs, a step in ensuring its safe return to service.

This assertion is supported by the fact that Columbus Jack/Regent is the only known company currently providing the Universal Aircraft Weighing System.

This single-source justification is further reinforced by technical data outlined in T.O. 1B-52H- 2-2JG-5-WA-1 of the technical order, which specifically mandates the use of this particular model of weighing cart kit/system. Notably, the "Alternate" designation has been removed from the Universal Weighing System-model 9188-014 (Regent), further solidifying its status.

3. The Universal Aircraft Weighing System sole source vendor is the known brand that can satisfy the Government’s requirement. Therefore, it is requested Universal Aircraft Weighing System sole source vendor equipment is procured to meet all the requirements of the program office
