About this opportunity
The Department of the Army National Guard is soliciting contractor support for the Illinois Chemical Enhanced Response Force Package (IL CERFP) Collective Training Exercise (CTE), a three-day training event scheduled for May 13-15, 2026. The procured services include setup and operation of a Structural Collapse Venue Site with minimum eight training lanes, provision of 40 mannequins (20 configured for confined space scenarios), specialized equipment including an all-terrain forklift with licensed operator, and qualified Urban Search and Rescue (USAR) staff with certifications in confined space rescue, structural collapse rescue, and Technical Rescue Level 2. Key personnel requirements include an Exercise Controller with minimum five previous HRF/CERFP exercise experiences, current OSHA 30-Hour General Industry Certification, and completion of ICS courses (100, 200, 300, 400, 700, 800), as well as an Incident Commander with full NIMS/ICS qualification. The government will evaluate proposals using Lowest Price Technically Acceptable (LPTA) methodology, first assessing technical acceptability based on personnel qualifications, equipment capability, and reporting ability, then comparing prices among technically acceptable proposals. Critical deadlines include April 7, 2026 at 11:00 am CDT for responses to Requests for Information and April 15, 2026 at 11:00 am CDT for formal proposal submission, with pricing valid for 60 days after receipt.
This solicitation is designated as a 100% total small business set-aside, limiting competition to small business concerns. The contract will be awarded on a Firm Fixed Price basis under NAICS code 611710 (Educational Support Services). Performance will take place at Sparta Training Center in Sparta, Illinois 62286. The contractor must submit a Quality Control Plan 15 days prior to exercise performance and deliver a Close-Out After Action Report following the event. While no specific award value or budget range is disclosed in the solicitation notice, the comprehensive scope of services—including personnel, equipment, facility preparation, and documentation—suggests a substantial contract value. No incumbent contractor information is provided in the available documentation.
Notice text
In conjunction with the National Guard Bureau, IL CERFP is tasked to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness. IL CERFP ensures these functions are integrated and complementary where appropriate. In an effort to provide conditions wherein the participants are challenged with probable real-world situations, IL CERFP operates within a SCVS and uses mannequins to simulate the applicable conditions.
