About this opportunity
This Special Notice, posted by the Defense Health Agency (DHA) Healthcare Contracting Division - West on February 18, 2026, announces the sole source award of a firm-fixed price service contract to Cepheid Inc. for maintenance services of Cepheid GeneXpert analyzers at Naval Hospital Camp Pendleton in California. The award was made under Federal Acquisition Regulation (FAR) provisions for items peculiar to one manufacturer and situations where only one responsible source can satisfy agency requirements. Cepheid Inc., located in Sunnyvale, California, is the exclusive contractor capable of providing the specialized maintenance services required for these highly specialized diagnostic systems. The contract is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J065 (Medical, Dental, and Veterinary Equipment Repair and Maintenance). This sole source procurement was justified based on market research and previous acquisition history demonstrating that no alternative sources can adequately service these systems without voiding warranty coverage.
The objective of this contract award is to procure full-service maintenance support for two Cepheid GX16A1Y GeneXpert analyzers under the proprietary Cepheid Essential Care Plan, which includes annual on-site preventative maintenance conducted five days per week during standard business hours. The contract period of performance extends from March 7, 2026 through March 6, 2031, consisting of a base period through March 2027 followed by four one-year option periods. The Essential Care Plan encompasses preventative maintenance tasks such as replacing worn components, lubricating moving parts, replacing filters, cleaning optics, and conducting system diagnostics, along with instrument swap services when necessary. Since this notice of intent and award documents indicate that no competitive solicitation exists and no further requests for proposals will be entertained, contractors unable to provide equivalent services through authorized Cepheid vendor partnerships would not be eligible to participate. The justification for sole source procurement emphasizes the existing Cepheid system infrastructure, staff training specific to this equipment, and the operational and compliance risks associated with system changes, including potential specimen degradation and lengthy validation requirements.
