The contractor must provide all labor, materials, equipment, supervision, and project management for the comprehensive replacement, including site survey, technical submittals, delivery, installation, connection to existing utilities, testing, commissioning, and warranty service. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach, considering technical approach, cutover and transition plan, corporate experience, past performance, and price. Critical dates include the question deadline of September 8, 2025, and the quotation submission deadline of September 17, 2025, with quotes requiring a 90-day validity period.
This opportunity is designated as a small business set-aside under solicitation number HFP-2025-128492, issued as a Request for Quotation (RFQ) for commercial products and services. Work will be performed at 5001 Campus Drive, College Park, MD 20740, with the contractor required to provide a 12-month comprehensive warranty and commit to repairing or replacing defective components within five business days. The project includes five Contract Line Item Numbers (CLINs) covering demolition and removal, the new triplex system with dual controller, delivery and installation, warranty and preventative maintenance, and other direct costs.
