The Department of Agriculture Forest Service seeks clinical support services for its Job Corps Center in Mingo, Missouri, with quotations due July 17, 2026 at 2 p.m. EST and questions due July 13 at 1 p.m. EST. This is a Total Small Business Set-Aside under NAICS 561990 with a $16.5 million size standard.
Place of performance is Puxico, Missouri. The procurement requires Drug/Alcohol Abuse Counselors (520 hours, Monday–Friday 4 p.m.–8 p.m.) and Center Mental Health Counselors (1,040 hours, Monday–Friday 7:30 a.m.–4 p.m.). Drug/Alcohol Abuse Specialists must conduct counseling, support groups, and intervention planning; coordinate with center staff; manage drug and alcohol testing; and coordinate tobacco use prevention programming. Mental Health Consultants must hold an active, unrestricted license as a Clinical Psychologist or Licensed Clinical Social Worker and serve as independent practitioners; responsibilities include intake assessments, treatment planning, mental health documentation, and participation in reasonable accommodation meetings. All candidates require Department of Labor approval. The base period runs August 1, 2026 through July 31, 2027 with a 6-month extension option. Quoters must price all 12 months of the base period; the government will initially fund the first six months only. Wage determination rates are $22.00 per hour for Drug/Alcohol Abuse Counselors and $17.13 per hour for Center Mental Health Counselors, plus fringe benefits. Service Contract Labor Standards apply with paid sick leave provisions under Executive Order 13706. Evaluation factors of equal importance are Technical Factors (Management, Qualifications/Certifications/Capabilities, Recruiting and Staffing), Past Performance (CPARS data), and Cost/Price. The contract is Firm-Fixed-Price under FAR Part 12 commercial item procedures.

The purpose of this contract is to provide the Centers Support Services. Student enrollment and outcomes for each center are affected by recruitment and attrition rates, labor market conditions, trends in provider burnout and engagement, and other factors. This has led to supply and demand imbalances that are sensitive to subtle shifts in policies and organizational priorities, variability of critical staffing needs across time and geography, and the need for expanded utilization of support services.
