About this opportunity
The USDA Forest Service is soliciting quotations for a Center Mental Health Consultant at Pine Ridge Job Corps Center in Chadron, Nebraska, with quotations due November 6, 2026 at 11:00 AM EST. The procurement is a Total Small Business set-aside, and the Government will not extend the due date. Quotations go to Contracting Officer Darlene Chase at Darlene.Chase@usda.gov. The NAICS code is 621330, and the PSC is Q519.
Performance is on-site only at Chadron, Nebraska, and telehealth and travel are not authorized. The requirement is a firm-fixed-price contract for 520 hours annually. The amended schedule is 10 hours per week, down from 20, with evenings and weekends permitted by mutual agreement between the contractor and center. The base year runs November 12, 2026 through November 11, 2027, with four one-year options through November 11, 2031. The amendment added FAR 52.217-8 and 52.217-9.
The consultant must hold an active, unrestricted license as an independent mental health practitioner in Nebraska and have at least one year of assessment and treatment experience with adolescents and young adults. Professional liability insurance must be at least $1 million per occurrence and $3 million aggregate. The consultant must pass a criminal background check and drug testing, and must comply with HIPAA, OSHA, and Job Corps regulations. Each candidate requires Department of Labor approval before providing services. Service Contract Labor Standards do not apply, and the wage determination has been removed.
Award goes to the best-value offeror. Technical capability, including past performance, is weighted more heavily than price, and both are rated adjectivally. For evaluation, the Government adds six months at last option-period rates to the evaluated price to reflect potential use of FAR 52.217-8.
