About this opportunity
The U.S. Embassy Quito, Department of State, is soliciting quotations for comprehensive cellphone communication services to support the U.S. Mission in Ecuador. The procurement seeks a contractor to provide mobile telephone and data services including cellular plans with data allowances ranging from 10GB to 150GB, unlimited calls within Ecuador, international long-distance capabilities, SMS messaging, and WhatsApp services across approximately 420 lines. Offerors must be registered in the System for Award Management (SAM) database and submit detailed documentation including SF-1449, pricing information, representations and certifications, and a Cybersecurity Supply Chain Risk Management (C-SCRM) questionnaire. The government will use a comparative evaluation method to determine best value, directly comparing offers against one another rather than using a lowest price technically acceptable or trade-off process. A pre-quotation conference will be held on July 30, 2025, at 10:00 a.m. Quito time at the U.S. Embassy, with questions due by August 1, 2025, and quotations due by August 15, 2025, at 16:00 hours via electronic submission to QuitoContracts@state.gov.
This solicitation has no set-aside designation and no incumbent contractors are identified in the documentation. The contract structure includes a one-year base period with one 12-month option year, though specific award values or budget ranges are not disclosed in the solicitation materials. The service requirements encompass approximately 420 total cellular lines distributed across seven different service plans, with coverage extending to multiple locations including the Embassy in Quito and Consulate in Guayaquil. Performance will take place in Ecuador, with services requiring 24-hour coverage, 4G LTE/4G+ technology standards, international roaming capabilities, hotspot functionality, and detailed monthly reporting. The contractor must provide comprehensive cellular communication services supporting the full scope of U.S. Mission operations throughout Ecuador.
