About this opportunity
The American Consulate General Frankfurt is issuing a combined synopsis and solicitation on behalf of the U.S. Embassy Bujumbura, Burundi's Office of Security Cooperation for comprehensive cell phone services. The procurement seeks a contractor to provide mobile telephone services for 220 embassy lines, including local and international calling, roaming capabilities, SMS messaging, data services ranging from 10GB to unlimited packages, and 24-hour customer support with network coverage throughout Burundi. The contractor must ensure international connectivity to the USA and East African Community nations, provide WAP internet access, deliver detailed billing services, and maintain technical support capabilities. Evaluation will be conducted using a comparative evaluation approach, with offerors responsible for demonstrating that their proposed services meet all specified requirements. The deadline for questions was September 23, 2025, with offers due by October 10, 2025, at 1400 hours Central European Time.
This solicitation does not utilize any set-aside designations and will result in a firm-fixed-price contract with a base period of one year and four optional one-year extensions, potentially running from November 1, 2025, through October 31, 2030. The contract value ranges from a minimum of $5,000 to a maximum of $550,000, reflecting the scale of services required for the embassy's telecommunications needs. All services will be performed in Bujumbura, Burundi, with devices requiring local Bujumbura phone numbers rather than U.S. numbers. The contractor must be prepared to add new lines as operational needs arise and ensure all employees and subcontractors obtain Defense Base Act insurance. The solicitation follows simplified acquisition procedures under FAR Subpart 12.6 and incorporates provisions effective through Federal Acquisition Circular FAC 2025-05.
