About this opportunity

The Department of State is soliciting quotations for ceiling light replacement services at the U.S. Consulate in Nagoya, Japan, involving the removal of existing fluorescent light fixtures and installation of new LED lighting systems. The project requires contractors to supply and install 142 LED light fixtures of four different types: 52 40W liner fixtures (5000K), 2 20W liner fixtures (5000K), 36 square type fixtures (5000K), and 51 downlight fixtures (4000K), along with one additional 40W liner fixture. Contractors must use licensed electricians holding Japanese first-class or second-class electrician licenses and comply with Japanese electrical codes and Japan Industrial Standard specifications. The government intends to award a purchase order to the responsible company submitting a technically acceptable quote at the lowest price, with evaluation based on initial quotations without discussions unless companies fall within the competitive range. The quotation deadline is September 1, 2025, at 10:00 a.m., with electronic submissions required to Ayaka Ogawara at OgawaraAX@state.gov, and contractors must be registered in the SAM database prior to submission.

This solicitation does not utilize any set-aside designation and is open to all eligible contractors. No specific award values or budget ranges are disclosed in the available documentation, nor are any incumbent contractors identified. The work involves a total of 142 LED fixtures across multiple fixture types, with all installation work required to be completed within a single day to ensure no fixtures are left partially replaced. Performance will take place at the Nagoya International Center building in Aichi, Japan, during standard business hours, with the contractor required to provide a one-year workmanship guarantee. The project timeline allows for potential extension into 2026 due to material lead times, and contractors must properly dispose of all existing fluorescent fixtures while installing dimmer switches for the 40W liner fixtures.
