About this file

This is a Request for Quotations (RFQ) for Ceiling Light Replacement Services at the U.S. Consulate Nagoya, Japan. The project involves replacing existing fluorescent light fixtures with new LED lighting fixtures throughout the office area. The scope includes removing and disposing of old fixtures and installing 52 40W LED liner fixtures, 2 20W LED liner fixtures, 36 square type LED fixtures, 51 LED downlight fixtures, and 1 additional 40W type liner LED fixture. Each fixture has specific requirements for color temperature, lumens, and compatibility with existing ceiling systems.

Key submission details include a quotation deadline of 10:00 a.m. on September 4, 2025, with electronic submission to Ayaka Ogawara. Contractors must provide evidence that electricians possess Japanese first-class or second-class electrician licenses, submit a superintendent's resume, and include technical specifications. The work will be performed during standard business hours, with a one-year workmanship guarantee. The project allows for potential construction period extension into 2026 due to material lead times, and specifies that all work must be completed within a single day, with no fixtures left partially replaced.

Request for Quotations (RFQ) No. 19JA8025Q0025 Amendment 0001

August 28, 2025

Questions-and-Answers (Qs&As)

Request for Quotations No. 19JA8025Q0025 Ceiling Light Replacement Services for the U.S. Consulate Nagoya, Japan

Question 1:

“There is no indication that this replacement, including all lighting fixtures, is not being replaced with fluorescent-type LEDs.”

Answer 1:

This LED conversion work is to replace existing fluorescent lighting fixtures with new LED lighting fixtures (a combination of the fixture itself and a replaceable light bar). It is not work that reuses the existing fluorescent light fixtures and replaces the fluorescent tubes with LEDs. The same applies to downlights, as the work will replace the existing fixture with a new integrated LED downlight fixture.

Question 2:

“I was unable to inspect the fixtures at the south emergency exit on site, so could you provide a photo?”

Answer 2:

The existing lighting fixtures on the south side emergency stairs are the same as the one on the north side. Photos cannot be provided.

Question 3:

“Are you sure there are six light switches in the office?”

Answer 3:

There is a total of nine (9) switches in the office area. See revised paragraph 3.3.2 of the Attachment 1

– Statement of Work in the Amendment 0001.

Embassy of the United States of America

Tokyo, Japan

Question 4:

“The delivery date for the LED bars is currently behind schedule. It is unlikely that they will be completed by the end of the year, so is it possible to extend the construction period?”

Answer 4:

We understand that the lead time for many materials in the market is taking longer than expected, and in that case, the construction period may be extended into the year 2026.

Question 5:

“Is the primary voltage of the lighting fixture 200V or 240V?”

Answer 5:

The voltage of the lighting fixture circuit is 240V. See revised paragraph 3.3.4 of the Attachment 1 – Statement of Work in the Amendment 0001.

Question 6:

“At the quotation submission stage, since the on-site personnel have not yet been finalized, would it be acceptable to submit only the qualification certificate of the representative?”

Answer 6:

No. Evidence that all electricians who will perform the electrical work at the sites possess a required license is required under Subsection 3.2 Summary of Instructions, (d) Volume 4 – Technical Proposal on page 29 of the RFQ.

Also, see the following items.

- Paragraph 2.11 SUPERINTENDENCE BY CONTRACTOR on page 3 of the revised Attachment 1 –

Statement of Work in the Amendment 0001.

- Revised Subsection 3.2 Summary of Instructions, (d) Volume 4 – Technical Proposal (2) of the RFQ in the Amendment 0001.

Question 7:

“With respect to protective coverings: Is it necessary to extend them beyond the actual work areas? If so, to what extent should the coverings be applied?”

Answer 7:

The area where the lighting fixtures will be replaced shall be covered with protective sheets. Also, the Contractor shall protect the delivery route and work area if there is a risk of soiling the floor or damage caused by carts, etc.

Question 8:

“We understand that no bond is required for this project. Could you please confirm that our understanding is correct?”

Answer 8:

Bonds are not required for this project.
