About this opportunity
The Bureau of Land Management is soliciting quotes for the Cebolla Lop and Scatter FY25 Project, which involves fuels management services including tree thinning operations in Bernalillo County, New Mexico. The project requires contractors to remove pinon and juniper trees from existing ponderosa pine stands using a cut, lop, and scatter method to improve ecosystem health and prepare areas for prescribed fire operations. This is a combined synopsis/solicitation prepared as a Request for Quotes (RFQ 140L3725Q0086) under NAICS code 115310 for Support Activities for Forestry. The government will award the contract based on a tradeoff evaluation using "Technically Acceptable" factors to determine the best value to the government. Contractors must submit quotes by July 2, 2025, at 4:00 p.m. Mountain Time via email to awhetham@blm.gov, and must be registered in the System for Award Management (SAM) with active status at the time of quote submission.
This solicitation is set aside exclusively for small businesses, with a size standard of $34.0 million under the forestry support activities classification. No incumbent contractors are identified in the solicitation materials. The contract structure includes a base requirement for an estimated 375 acres and an optional additional 125 acres, with total acreage not to exceed 500 acres, and pricing will be determined on a per-acre basis through a firm-fixed price contract. The government has indicated the possibility of adding additional acres if funding becomes available before contract completion, though no specific budget range is disclosed in the solicitation. The work will be performed in the El Malpais National Conservation Area, located approximately 37 miles southeast of Grants, New Mexico, with contractors required to provide their Unique Entity ID and CAGE code along with their price quotes.
