About this opportunity
The Department of the Air Force Air Education and Training Command seeks crane rental services for aircraft lifting operations at Sheppard AFB, Texas, with quotes due August 13, 2026 at 2:00 PM CST and questions due August 10, 2026 at 2:00 PM CST. The procurement is set aside for small business concerns under NAICS 238990 with a $19 million size standard. A single Firm Fixed Price contract is anticipated; no separate written solicitation will be issued. Amendment #3 added Attachment 5 with additional Q&A and lift table; Amendment #2 added Attachment 4 with technical Q&A and images; Amendment #1 corrected the quote due date.
Place of performance is Sheppard AFB, Building 1708, Texas. The contractor shall provide a 50-ton truck-mounted or mobile crane with a fully certified operator for vertical lifts of KC-135 nose sections (8,700 lbs gross weight, maximum 72-inch lift height) and F-15 airframes (33,000 lbs gross weight, maximum 36-inch lift height) conducted in compliance with Technical Order 00-80C-1. Services are scheduled for 29 annual lift events during the 5-year period October 1, 2026 through September 30, 2031. Each service event consists of a single half-day mobilization supporting both aircraft lifts, quoted in half-day increments of approximately 4 working hours (0730–1130 local time). All costs—mobilization, demobilization, travel, fuel, standby time, and outrigger protection—must be captured in the firm-fixed unit price per lift event with no additional reimbursement. The Government furnishes all spreader bars, lifting slings, and rigging equipment. Contractors may propose a crane larger than 50 tons if necessary to meet safety and load chart requirements. Subcontracting is permitted if the small-business prime retains contract management responsibility. The incumbent contractor is B.W. Strayhorn; the prior contract totaled $254,906. Operator access requires background checks and inclusion on an Entry Authorization List. Funds are not presently available; no award will be made until funding is secured. The Government reserves the right to cancel this solicitation at any time.
